이완섭 시장, 음암면 방문해 ‘복합청사 및 일상센터’ 통합 건립 추진 공식화
음암면·해미면·고북면 등 거점 시설 확충… “농촌 삶의 질 획기적 개선”
2027년 착공, 2028년 준공 목표… 5월부터 기본 및 실시설계 착수

충남 서산시가 음암면을 비롯한 농촌 지역의 정주 여건을 개선하기 위해 행정과 문화, 복지 기능이 하나로 합쳐진 ‘복합 커뮤니티 공간’ 조성에 박차를 가한다.
이완섭 서산시장은 16일 ‘시민과의 대화’ 5일 차 일정으로 음암면 해오름 체육센터를 방문해 주민 300여 명과 머리를 맞댔다. 이날 주민들의 최대 관심사는 단연 ‘음암면 행정복지센터’의 건립 방향이었다.
이 시장은 이 자리에서 기존 행정복지센터와 농림축산식품부 공모사업인 ‘일상센터’를 하나의 건물로 통합하여 복합청사로 건립하겠다는 계획을 구체화했다.
다목적 강당, 북카페, 문화체험실 등을 갖춘 일상센터 기능을 청사와 결합함으로써 예산 효율성을 높이고 주민들이 한 장소에서 모든 공공서비스를 누릴 수 있게 하겠다는 구상이다.
음암면 복합청사는 올해 5월 기본 및 실시설계에 착수하며, 2027년 상반기 착공해 2028년 준공하는 것을 목표로 속도감 있게 추진된다.
서산시는 음암면뿐만 아니라 다른 농촌 지역에도 유사한 성격의 거점 시설을 준비 중이다.
해미면에는 ‘다가치 일상센터’를 ,고북면에는 ‘복합문화체육센터’를 각각 건립해 지역 간 문화·복지 격차를 해소한다는 방침이다. 완공 시 이 시설들은 서산 동부권 농촌 지역의 공공서비스 거점으로 자리매김할 전망이다.
이날 대화에서 음암면 주민들은 복합청사 외에도 부장리 고분군 정비사업 조기 추진 ,소하천 정비 ,호우 피해 제방 보수 등 생활 밀착형 현안들을 건의했다. 이 시장은 관련 부서와의 협의를 통해 건의사항들을 적극적으로 시정에 반영하겠다고 약속했다.
이완섭 시장은 “음암, 해미, 고북면에 조성될 시설들은 농촌 주민들에게 일상의 즐거움과 편리함을 동시에 제공하는 활력 거점이 될 것”이라며 “앞으로 남은 시민과의 대화 일정에서도 현장의 목소리를 경청해 서산의 미래를 여는 실효성 있는 정책을 마련하겠다”고 밝혔다.
