【충북 브레이크뉴스】김봉수 기자=충북 진천군은 1월부터 ‘지방세 카카오 알림 톡 전자고지 서비스’를 본격 도입하며 스마트한 세정 혁신에 나선다고 26일 밝혔다.
이번 서비스는 납부 기한 내 미납자와 체납자에게 발송되던 기존 종이 고지서 대신, 국민 메신저인 카카오톡으로 전자 고지서를 발송하는 방식이다.
납세자는 별도의 신청 없이도 본인 명의의 스마트폰으로 고지 내역을 즉시 확인하고, 카카오페이·위택스 등을 통해 간편하게 납부할 수 있다.
그간 종이 고지서는 주소 불일치나 우편물 분실로 인해 납세자가 고지서를 제때 받지 못해 가산세를 부담하는 등 크고 작은 민원이 지속돼 왔다.
또한, 최근 스미싱 등 문자메시지를 악용한 범죄가 늘어남에 따라 기존 SMS 안내 방식에 대한 불안감도 높았다.
군은 이러한 문제를 해결하기 위해 공인 전자문서 중계자를 활용한 ‘알림 톡’ 방식을 채택했다.
주민등록번호 기반의 암호화 체계를 사용해 본인 인증 없이는 열람할 수 없도록 개인정보 보호와 보안성을 대폭 강화하며, 휴대전화 번호를 별도로 수집할 필요가 없어 행정의 신뢰도를 높였다.
경제적·환경적 효과도 상당할 것으로 보인다.
카카오 알림 톡 발송 비용은 일반우편 요금 대비 약 48% 수준으로, 도입 시 고지서 제작과 우편 발송 예산을 절반 이상 절감할 수 있다.
아울러, 군은 종이 사용량을 획기적으로 줄여 ‘탄소중립’이라는 시대적 요구에 부응하는 ESG(환경·사회·지배구조) 행정의 모범 사례가 될 것으로 기대하고 있다.
