임 의원은 “수도권 일극체제가 고착화되면서 지역 청년들은 일자리를 찾아 떠나고, 지역 정치는 특정 정당의 일당독점 구조 속에서 경쟁과 견제를 잃었다”며 “정치의 실종이 지방소멸을 가속화하고 있다”고 지적했다.
특히 기초의회 선거제도에 대해 “현행 소선거구제와 2인 선거구 중심 구조에서는 유능한 후보가 정당이 다르다는 이유만으로 출마조차 어려운 현실”이라며 “기초의회 선거구를 3인 이상으로 확대하고 연동형 비례대표제를 도입해 다양한 민의가 의석에 반영돼야 한다”고 강조했다. 이와 함께 기초의회 최소 의원 정수를 9인으로 상향하고 비례대표 비율을 30%로 확대할 것을 제안했다.
광역의회 선거제 개편 필요성도 제기됐다. 이들은 “광역의회 소선거구제는 일당독점 구조를 재생산하는 핵심 요인”이라며 “행정통합이 추진되는 상황에서 통합 지방정부의 권력을 견제할 수 있는 의회 구조가 마련되지 않으면 민주적 통제가 어려워진다”고 주장했다.
또한 현행 광역의회 선거구 획정 기준이 헌법불합치 판결을 받은 점을 언급하며 중대선거구제 또는 권역별 정당명부형 비례대표제 도입을 대안으로 제시했다. 전국 단위 도입이 어려울 경우 대구·경북을 포함해 행정통합을 추진 중인 지역에서 우선 적용해야 한다고도 했다.
임 의원은 “지방선거제도 개혁은 선거 방식의 문제가 아니라 지방자치와 민주주의의 기초를 되살리는 과제”라며 “정개특위가 시간에 쫓기는 형식적 논의가 아닌, 지역의 미래를 위한 책임 있는 결정을 내려야 한다”고 밝혔다.
더불어민주당 대구광역시당과 경상북도당은 “지방소멸을 막기 위한 정치적 토양을 바꾸지 않으면 어떤 행정·재정 지원도 한계가 있다”며 “지역의 다양한 목소리가 의회에 반영될 수 있도록 선거제도 개혁에 속도를 내야 한다”고 촉구했다.
