[브레이크뉴스=배종태 기자] 부산항 북항 재개발 구역의 핵심인 랜드마크 부지에 K-팝 전문 공연장을 조성하기 위한 입법 절차가 본격화됐다. 이번 법안은 그간 민간 자본 유치 난항으로 지체됐던 상부 시설 개발을 공공이 주도할 수 있도록 하는 내용을 담고 있어 지역 사회의 기대감이 높다.
국민의힘 곽규택 의원(부산 서·동구)은 부산항만공사(BPA)가 재개발 부지 내 건축물과 공작물을 직접 개발·운영할 수 있도록 하는 ‘항만 재개발 및 주변지역 발전에 관한 법률’과 ‘항만공사법’ 개정안을 대표 발의했다고 밝혔다.
상부 시설 직접 개발로 ‘사업 속도’ 높인다
기존 법령에 따르면 부산항만공사는 자산 처분 권한이 토지에 국한되어 있어, 랜드마크 부지에 공연장과 같은 건물을 직접 짓는 데 한계가 있었다. 곽 의원이 발의한 개정안은 항만공사의 사업 범위를 상부 시설까지 확대해 공공 주도의 신속한 개발이 가능하도록 설계됐다.
수도권 중심 문화 구조 타파… ‘남부권 거점’ 확보
곽 의원 측은 이번 법안이 통과될 경우, 수도권에 과도하게 집중된 대형 공연 인프라를 부산으로 분산시키는 계기가 될 것으로 보고 있다. 북항은 KTX 부산역과 국제여객터미널 등 광역 교통망이 집약된 만큼, 공연장이 들어설 경우 한반도 남부권 전체와 해외 관광객을 아우르는 글로벌 문화 거점이 될 수 있다는 분석이다.

부산 정치권 “대한민국 관광산업의 게임체인저”
국민의힘 부산시당 역시 이번 입법에 대해 즉각 환영의 뜻을 밝혔다. 시당은 논평을 통해 “북항 K-팝 공연장은 수도권 중심의 비대칭적 문화 발전을 해소할 실질적 해법”이라며, “대한민국 문화·관광 산업의 판도를 바꿀 게임체인저가 될 것”이라고 강조했다.
이번 발의에는 곽 의원을 포함해 백종헌, 박수영, 정성국, 조승환, 서지영, 김대식 의원 등 부산 지역 의원들이 대거 동참하며 정책 추진에 힘을 실었다.

Rep. Kwak Gyu-taek of the ruling People Power Party (Busan Seo–Dong District) announced that he had introduced amendments to the *Act on the Development of Port Redevelopment Areas and Surrounding Regions* and the *Port Authority Act*. The revision would authorize the Busan Port Authority (BPA) to directly build and operate structures and facilities within the redevelopment site.
Accelerating Progress Through Direct Public Development
Under current law, the BPA’s asset management authority is limited to land, preventing it from directly constructing buildings such as performance halls on the site. The proposed amendment expands the scope of the port authority’s projects to include upper facilities, paving the way for faster, publicly led development.
Breaking the Capital-Centric Cultural Structure — A Southern Hub in Sight
Kwak’s office expects that, once enacted, the bill will help decentralize large-scale cultural infrastructure that has long been concentrated in the Seoul metropolitan area. With Busan North Port connected to the KTX Busan Station and the International Passenger Terminal, the new performance venue could serve as a global cultural hub attracting visitors from across southern Korea and beyond.
Busan Politicians: “A Game Changer for Korea’s Tourism Industry”
The Busan branch of the People Power Party also welcomed the legislative move, calling the initiative “a realistic solution to the asymmetrical, capital-centered cultural development” and “a potential game changer for the nation’s cultural and tourism sectors.”
The proposal is jointly backed by several Busan-based lawmakers, including Reps. Baek Jong-heon, Park Soo-young, Jung Sung-guk, Cho Seung-hwan, Seo Ji-young, and Kim Dae-sik, underscoring the region’s united push behind the policy.
