이 사업은 2025년 제정된 ‘의료·요양 등 지역돌봄의 통합지원에 관한 법률’을 근거로 추진된다. 노쇠, 질병, 장애 등으로 일상생활에 어려움을 겪는 주민이 시설이 아닌 지역사회에서 존엄한 생활을 이어갈 수 있도록, 의료와 요양, 돌봄 서비스를 통합 지원하는 것이 핵심이다.
수성구는 시행을 앞두고 조직과 제도 정비에 속도를 내왔다. 지난 1월 1일 조직개편을 통해 전담 부서를 신설했고, 정책 기획부터 서비스 운영까지 전담 체계를 구축했다. 관련 조례 제정과 통합지원협의체 구성도 완료했으며, 전담 인력 배치와 민관협력 기반도 함께 마련했다.
운영은 대상자별 맞춤 지원계획 수립에 무게를 둔다. 개인별 건강 상태와 생활환경, 욕구 등을 종합해 사례관리를 진행하며, 의료·요양·돌봄 서비스 연계를 강화할 계획이다. 의료 분야에서는 1차 의료기관을 중심으로 방문진료와 재택의료를 추진하고, 재택의료센터 및 협력병원과도 업무협약을 맺을 방침이다.
일상돌봄은 동 단위 ‘찾아가는 돌봄’ 체계로 운영된다. 생활·활동·정서 지원을 통해 주민의 일상에 밀착 지원하고, 지역사회보장협의체, 희망나눔위원회 등 기존 민관협력 조직과 연계해 자원 발굴과 사례 관리를 강화한다. 또, 수성못과 신천, 금호강 등 지역 자원을 활용한 건강·정서 돌봄 프로그램도 도입해, 주민이 살던 곳에서 노후를 보내는 환경(AIP) 조성에 힘쓸 계획이다.
수성구는 동 담당자 및 유관기관 실무자 대상 교육과 간담회를 통해 현장 대응력을 키우고, 우수 지자체 벤치마킹 및 추진상황 보고회 등을 통해 서비스 품질 관리에도 나설 예정이다. 초기 운영 결과와 수요를 반영해 서비스 범위도 점차 확대한다는 계획이다.
김대권 수성구청장은 “수성품안은 돌봄이 필요한 순간에도 주민이 품격과 일상을 지킬 수 있도록 지역사회가 함께 안아주는 모델”이라며 “민관 협력을 기반으로 수성구 실정에 맞는 지속 가능한 통합돌봄 체계를 뿌리내리겠다”고 강조했다.
