[브레이크뉴스=이성용 기자] 창원특례시가 어르신들이 직접 도움을 요청하기 전, 현장에서 위기 징후를 먼저 포착해 연결하는 ‘선제적 통합돌봄’ 시스템 구축에 박차를 가한다.
시는 지난 3일, 노인맞춤돌봄 및 재가노인서비스를 수행하는 지역 내 21개 전문 기관과 간담회를 열고, 사각지대 없는 돌봄 체계 가동을 위한 민관 협력 방안을 논의했다고 4일 밝혔다.
이번 간담회의 핵심은 대상자 발굴부터 연계, 사후 모니터링에 이르는 전 과정의 ‘협업 매뉴얼’을 정교하게 다듬는 데 있다. 특히 참석자들은 기존의 신청 중심 행정만으로는 고립된 위기 가구를 찾는 데 한계가 있다는 점에 주목했다.
이에 따라 시는 현장 돌봄 인력들이 일상 속에서 발견하는 미세한 ‘위험 신호’를 행정 서비스와 즉각 연결하는 핫라인을 강화한다. 구체적인 연계 대상은 ▲독거 및 사회적 고립 징후 ▲퇴원 직후 등 돌봄 공백이 우려되는 경우 ▲반복되는 낙상이나 인지저하 의심 ▲공과금 체납 및 주거환경 악화 등 생활 위기 징후가 포착된 가구다.

한편, 창원시는 2026년 통합돌봄사업을 본격 추진하여 돌봄이 필요한 대상자들에게 보건의료지원, 일상지원, 주거지원, 식사지원 등 다양한 서비스를 연계·제공할 예정이다.
