[브레이크뉴스=배종태 기자] 부산시가 신노년 복합문화공간 조성을 위한 ‘15분 도시 해피챌린지 당감·개금권 개금동 하하센터’ 조성사업을 5일 착공했다.
착공식은 이날 오후 2시 개금동 221번지 현장에서 열렸으며, 박형준 부산시장과 이헌승 국회의원을 비롯해 지역 주민 등 100여명이 참석했다.
개금동 하하센터는 주거밀집지역인 개금3동에 위치해 있으며, ‘사람 중심 15분 도시’의 핵심 거점 시설로 조성된다. 내년 3월 준공을 목표로 총사업비 115억 원이 투입된다.
센터는 지하 1층, 지상 4층 규모(연면적 1,830㎡)로, 활동적 장년층을 위한 동아리실과 AI 실내운동실, 독서공간, 배움공간 등이 마련된다.
시는 하하센터를 통해 고령자의 경험과 지혜를 지역 구성원과 공유하는 사회공헌 활동을 지원하고, 세대 간 교류를 촉진하는 협력공동체를 조성할 계획이다. 또한 신노년층의 사회참여와 커뮤니티 활동을 확산해 지역 공동체를 강화하고 여가문화 격차를 줄인다는 방침이다.

부산시는 2023년부터 하하센터를 조성·운영하고 있으며, 현재 해운대·사상·사하·동래·금정 등 5곳이 운영 중이다. 또 동·기장·사하·서·중·부산진·북 등 7곳에서도 신규 조성을 추진하고 있다.
박형준 시장은 “집 가까운 곳에서 삶이 편해지고 따뜻해지는 변화가 쌓이는 것이 글로벌 허브 도시의 경쟁력”이라며 “하하센터가 시민이 이웃과 소통하고 서로 의지하는 공동체의 거점이 되길 기대한다”고 말했다.

BUSAN — The city of Busan on Thursday broke ground on the “Gaegum-dong Haha Center,” part of the 15-Minute City Happy Challenge project for the Danggam–Gaegum area, aimed at creating a mixed cultural space for the new senior generation.
A groundbreaking ceremony was held at 2 p.m. at 221 Gaegum-dong, attended by Busan Mayor Park Heong-joon, National Assembly member Lee Hun-seung, and about 100 local residents.
Located in the densely populated Gaegum 3-dong neighborhood, the Haha Center will serve as a core “anchor facility” within walking distance, exemplifying the city’s people-centered 15-minute city model. The center is scheduled for completion in March 2027 with a total investment of 11.5 billion won.
The four-story building, with one underground level and a total floor area of 1,830 square meters, will include spaces for hobby clubs, AI-assisted indoor exercise, reading, and lifelong learning, all designed to support active seniors.
The city expects the Haha Center to become a community hub where seniors can share their knowledge and experience with children and youths, strengthening intergenerational ties and enhancing residents’ quality of life. Various programs will also promote senior participation in community activities and help reduce cultural and leisure disparities among age groups.
Since 2023, Busan has been developing Haha Centers to provide senior-friendly cultural and leisure spaces distinct from traditional welfare facilities. Five centers are currently operating in Haeundae, Sasang, Saha, Dongnae, and Geumjeong, with seven more under development in Dong, Gijang, Saha, Seo, Jung, Busanjin, and Buk districts.
Mayor Park said he hopes the Haha Center will serve as “a community hub where citizens can connect and rely on one another,” adding that “building warm, livable neighborhoods close to home is the foundation of Busan’s competitiveness as a global hub city.”
