당진시-하나은행-충남신보, 특례보증 업무협약 체결
담보 부족한 소상공인 위해 저금리 자금 공급… 지역 경제 자생력 강화 기대

고금리와 경기 침체라는 이중고를 겪고 있는 당진 지역 소상공인들을 위해 당진시가 실질적인 금융 지원책을 내놓았다.
당진시는 금융권 및 보증기관과 협력하여 자금 조달에 어려움을 겪는 영세 사업자들의 숨통을 틔우겠다는 방침이다.
이를 위해 당진시는 6일 시청 접견실에서 오성환 당진시장, 함종덕 하나은행 충남북영업본부 지역대표, 조소행 충남신용보증재단 이사장이 참석한 가운데 ‘소상공인 특례보증 금융지원을 위한 업무협약’을 체결했다고 밝혔다.
이번 협약은 신용등급이 낮거나 담보력이 부족해 시중 은행의 높은 문턱을 넘지 못하는 소상공인들에게 안정적인 경영 자금을 공급하기 위해 마련되었다. 특히 민간 금융기관인 하나은행이 시 행정과 보조를 맞춰 공동 출연에 참여했다는 점에서 민관 협업의 우수 사례로 평가받는다.
협약 내용에 따르면 당진시와 하나은행은 각각 3억 원씩, 총 6억 원을 충남신용보증재단에 출연한다. 재단은 이 출연금을 바탕으로 12배 규모인 총 72억 원의 특례보증을 시행하게 된다.
이를 통해 지역 소상공인들은 일반 대출보다 완화된 조건과 상대적으로 낮은 금리로 운영자금 및 경영안정자금을 대출받을 수 있게 된다.
당진시는 소상공인 지원을 위해 지속적으로 보증 규모를 확대해 왔다. 지난해 1월에도 7억 원을 출연해 총 84억 원 규모의 특례보증을 지원한 바 있으며, 이번 추가 협약 역시 장기화되는 경기 불황 속에서 지역 경제의 모세혈관인 소상공인을 보호하겠다는 강력한 의지가 반영된 결과다.
오성환 당진시장은 “고금리 기조가 이어지며 경영 현장에서 느끼는 체감 경기가 매우 어려운 상황”이라며 “이번 특례보증 확대가 소상공인들에게 실질적인 힘이 되길 바라며, 앞으로도 소상공인의 경쟁력과 자생력을 높일 수 있는 다각적인 정책을 발굴해 지역 경제 활성화의 마중물로 삼겠다”고 강조했다.
이번 특례보증 지원이 시행됨에 따라 자금난에 시달리던 당진 지역 소상공인들의 경영 환경 개선에 긍정적인 변화가 나타날 것으로 기대된다.
