김태흠 충남도지사가 국회에서 열리는 행정통합 논의를 정면으로 비판하며 ‘재정·권한 없는 통합 논의 중단’을 요구하고 나섰다.
김 지사는 9일 국회 소통관에서 기자회견을 열고 “정치적 의도만 남은 행정통합 논의를 즉각 중단해야 한다”며, 충분한 재정·권한 이양 없이 추진되는 통합은 도민 동의를 얻기 어렵다고 강조했다.
그는 이날 국회 행정안전위원회 행정통합 관련 입법 공청회에 참고인으로 참석해 발언하겠다며 여러 차례 요청했지만 끝내 받아들여지지 않았다고 밝혔다.
김 지사는 “민주당 반대로 이해당사자인 충남도민의 의견을 전할 기회조차 얻지 못했다”며 “도민 목소리를 배제한 채 국회 논의가 일방적으로 진행되고 있다”고 비판했다.
행정통합의 전제 조건으로 김 지사는 대규모 재정 이양을 다시 한 번 요구했다. 그는 “행정통합은 자치분권과 국가균형발전을 위한 백년대계”라며 “양도소득세 100%, 법인세 50%, 부가가치세 5% 수준까지 조정해 연간 약 9조 원 규모의 항구적 재정 이양이 필요하다”고 주장했다.
이어 예비타당성조사 면제, 농업진흥지역 해제, 국가산단 지정 권한 등도 통합 시 직접 이관돼야 한다고 덧붙였다.
김 지사는 국회 논의 방식에 대해서도 문제를 제기하며, 여야 동수 구성을 전제로 한 국회 특별위원회 설치를 촉구했다.
그는 “행정통합에 필요한 권한은 행정안전부만이 아니라 재정·산업·농업·환경 등 여러 부처와 연결돼 있다”며 “행안위 논의만으로는 부족한 만큼, 재정과 권한 이양의 공통 기준을 담아 논의할 특위를 구성해야 한다”고 말했다.
아울러 김 지사는 이재명 대통령을 향해서도 거듭 결단을 요청했다.
김 지사는 “행정통합에 진정성을 보여온 이재명 대통령이 국세 65 대 지방세 35 구조 조정과 특례·권한 이양 약속을 지키기 위해 직접 나서야 한다”며 “입법 대상 지역의 도지사로서 대통령과의 공식 면담을 다시 한 번 요청한다”고 밝혔다.
