충청광역연합의회 초광역행정산업위원회는 10일 제1차 회의를 개최해 위원회 소관 2026년도 주요업무계획을 보고받았다고 밝혔다.
주요업무계획 청취 과정에서 김현미 의원(세종 소담동, 더불어민주당)은 파견 인력 파견보조비 지급과 관련해 “26년부터 특자체 기준경비 협의 규정 신설에 따라 4개 시도 간 협의를 통해 지급 가능한 사안인 만큼 적극적으로 추진해 달라”고 요청했다.
또 충청광역권 어르신 무임 교통카드, 충청권 암 생존자 통합 지원 체계 구축, 충청권 하계세계대학경기대회 공동 개최 등 초광역 차원의 정책 추진 현황을 점검하며 “충청광역연합의 사무는 개별사업 중심을 넘어 충청권 전반의 권역 단위 큰 그림을 제시해야 한다”고 당부했다.
신영호 의원(서천2, 국민의힘)은 지난해 간사이광역연합 공무국외출장 경험을 바탕으로 “연합의 핵심은 네트워크 구축”이라며, “연합은 개별 사업 수행보다 4개 시도를 아우르는 협의체 구성과 정부 공모사업 공동 대응 전략에 집중해야 한다”고 밝혔다.
아울러 “대전·충남 통합 여부와 관계없이 충청광역연합의 기능과 역할은 지속적으로 논의돼야 한다”며 통합 후 충청광역연합의 제도적 재정비 필요성을 언급했다.
안경자 의원(비례, 국민의힘)은 금강수계 물환경 관리 모니터링 및 도시 생태 네트워크 연구용역과 관련해 “충청권 4개 시도가 동일한 기준에서 사업을 추진하는 것은 의미 있는 시도”라며 더 많은 초광역 차원의 공동 추진 필요성을 강조했다.
구형서 의원(천안4, 더불어민주당)은 “기존 예산 범위 안에서만 사업을 추진하다 보니 새로운 정부 공모사업에 적극 대응하는 데 한계가 있다”며 “정부 공모사업 확보를 위한 사전 준비 및 예산 필요성”을 강조했다.
이어 “충청권 권역 단위의 탄소중립 실천 방안 및 4개 시도 인프라 연계·활용 방안에 대한 별도 연구의 필요성을 검토해 달라“고 말했다.
유인호 의원(세종 보람동, 더불어민주당)은 “26년 본예산 편성 당시와 현재의 정책 환경이 크게 달라졌다”며 “연합의 존치와 사무 추진 방향은 대전·충남 통합 논의와 긴밀히 연관돼 있다”고 지적했다.
아울러 “가시적 성과를 낼 수 있는 핵심 사업을 집중 고도화하여 충청광역연합의 정체성과 존재 가치에 대한 명확한 정립이 필요하다”고 주문했다.
