제293회 임시회 5분 발언 통해 ‘졸속·푸대접’ 행정통합 강력 비판

대전광역시의회 정명국 의원(국민의힘, 동구3)이 현재 국회와 정부 주도로 추진 중인 대전·충남 행정통합 논의를 ‘지방선거용 졸속 행정’으로 규정하고, 대전시민의 권익을 훼손하는 통합 논의를 즉각 중단할 것을 촉구했다.
정 의원은 10일 열린 제293회 임시회 제2차 본회의 5분 자유발언에서 “현재 국회에서 논의 중인 통합안은 대전시민의 기대치에 턱없이 미치지 못한다”며, “충청권이 또다시 중앙 정치권의 변방으로 밀려나는 ‘핫바지 시즌2’를 더 이상 묵과할 수 없다”고 포문을 열었다.
정 의원은 이번 행정통합이 실질적인 지방분권이라는 본래의 취지를 잃었다고 진단했다. 그는 “정부가 전폭적인 지원을 약속했음에도 불구하고, 실제로는 행정통합을 전국 단위 공모사업처럼 취급하며 본질을 훼손했다”며, “4년간 20조 원이라는 한시적인 재정 지원을 미끼로 지방선거 일정에 맞춘 속도전에만 몰두하고 있다”고 질타했다.

또한 법안 작성 과정에서의 졸속성도 도마 위에 올랐다. 그는 “기초적인 법안 작성 오류조차 걸러지지 않은 채 국회에 제출된 것은 지역의 백년지대계를 대하는 태도가 얼마나 가벼운지를 보여주는 증거”라고 꼬집었다.
전날 열린 국회 행정안전위원회 입법 공청회 결과를 언급하며 행정 공백에 대한 우려도 표명했다.
정 의원은 “재정 지원 종료 이후의 자립 대책이나 통합특별시 내 기초지자체의 기능 조정 등 핵심 현안이 전혀 준비되지 않았음이 여야를 막론하고 지적됐다”며, “이러한 무책임한 통합안을 방치한 민주당 소속 지역 국회의원 7명은 책임을 지고 사퇴해야 한다”고 목소리를 높였다.
