최 의원이 영예의 대상을 안게 된 배경에는 골목상권과 전통시장 활성화를 위한 입법 활동이 크게 작용했다. 실제로 최 의원은 전통시장에서 사용한 신용카드 소득공제율을 기존보다 10% 상향하는 조세특례제한법 개정안과, 취득세 감면 혜택을 확대하는 지방세특례제한법 개정안을 각각 대표 발의하며 소상공인과 자영업자의 부담을 실질적으로 덜었다는 평가를 받는다.
지역 내 국비 확보 성과도 눈에 띈다. 최 의원은 동구와 군위군 일대 6개 사업에 약 570억 원의 국비를 확보했다. 특히 중소벤처기업부의 ‘지역 주도형 AI 대전환 사업’을 유치하는 데 핵심 역할을 하며, 총 236억 원(국비 140억 원) 규모의 사업을 지역에 이끌어냈다.
