이재명 대통령이 12일 "할당·특정 품목 관세를 대폭 낮춰 싸게 공급하라 했으나 허가 업체들이 싸게 수입 후 정상가로 팔아 물가 인하엔 전혀 도움 안 되고 국민 세금으로 오히려 이득을 취하는 경우가 있다"고 밝혔다.
이 대통령은 이날 오후 청와대에서 열린 제23차 수석보좌관회의 모두 발언에서 이같이 지적 후 "(정책) 악용 소지를 철저히 봉쇄해달라"고 지시했다.
그러면서 "(민생물가특별관리 TF는) 할인 지원·비축 물량 공급 같은 단기 대책뿐 아닌 특정 품목 담합·독과점 같은 불공정 거래 행위도 철저히 감시하게 될 것"이라며 "유통 단계별 구조적 문제를 점검·개선하는 선제적 조치까지 물가 관리를 위해 최선을 다해달라"고 했다.
또 "최근 교복 구입비가 60만원이라 하는데 (성남) 시장 할 땐 30만원이었는데 어느새 60만원에 육박한다고 한다"며 "개학을 앞두고 있는 만큼 교복 가격 적정선 문제도 살펴주면 좋겠다"고 했다.
이어 "대체로 해외 수입이 많은데 그렇게 비싸게 받는 게 온당한지 문제 있다면 어떻게 대처할지 검토해달라"며 "업체들한테 돈 대주는 게 아닌 생산 자체를 아예 협동조합 형태로 만들어 국내 일자리도 만들고, 가급적 소재도 국산을 사용토록 하면 국내 산업 발전에도 도움되지 않을까 생각해봤는데 타당성 있는지 검토해주기 바란다"고 했다.
더불어 "(그냥드림 사업은) 다양한 복지 체계가 있으나 그럼에도 발생할 수 있는 사각지대를 더 촘촘히 메우기 위한 취지인 만큼 꼭 해당 지역 주민이 아니더라도 차별 말고 다 지급해주라고 했다"며 "외국인이든 굳이 차별할 필요 없을 것 같고,복지 정책이라기보단 최소한 생존 조건을 만들어주는 거니 지역에 따라 차별할 필요는 없을 것 같다"고 했다.
이 대통령은 "사회의 구조적 문제를 개혁하는 것 중 중요하지 않은 게 없다"며 "뭣보다 중요한 건 국민들 삶을 현장 속에서 작더라도 빠르게 많이 개선하는 것"이라고 했다.
또 "크고 어렵고 많은 시간이 소요되는 거대 의제만 함몰되지 말고 작지만 빠르게 국민 삶을 바꿀 수 있는 과제를 신속 발굴·집행하는 게 중요하다"며 "작지만 빠르게 확실히 충실하게 해나가면 좋겠다"고 했다.
그러면서 "경찰·소방·군인 같은 안보 치안, 국민 생명을 지키는 의료 방역, 명절 이동을 지원하는 교통수송 분야 등 많은 영역에서 수많은 공직자·국민들이 고생하고 있다"며 "특별히 희생하는 분들이 계시는데 보답·보상·대우를 확실히 해주면 좋겠다"고 덧붙였다.
