김태흠 지사 ‘러닝메이트제’ 비판... “교육을 정치 셈법에 종속시키는 술수”

전국교직원노동조합 충남지부(이하 전교조 충남지부)가 최근 급물살을 타고 있는 충남·대전 행정통합 추진 과정에서 지방교육자치가 심각하게 위협받고 있다며 강력히 반발하고 나섰다.
전교조 충남지부는 12일 성명서를 발표하고, 교육의 독립성을 훼손하는 ‘도지사-교육감 러닝메이트제’ 주장 철회와 함께 통합 특별법안에 포함된 교육 관련 독소조항의 삭제를 요구했다.
전교조 충남지부는 우선 지난 4일 김태흠 충남도지사가 타운홀 미팅에서 언급한 ‘도지사-교육감 러닝메이트제’를 정면으로 비판했다.
전교조는 “1991년 쟁취한 교육감 직선제와 지방교육자치는 민주항쟁의 결실”이라며, “책임 구조를 운운하며 선출 방식을 정치권에 귀속시키려는 발언은 지방자치의 역사에 대한 이해가 전무한 것”이라고 일갈했다.
현재 국회에서 논의 중인 「충남대전통합특별시 설치 특별법안」의 ‘속도전’에 대해서도 우려를 표했다. 단체는 더불어민주당과 국민의힘이 앞다투어 발의한 법안들이 지방교육자치를 심각하게 훼손하고 있다고 주장했다.

전교조는 “교육적 가치가 아닌 정치적 셈법에 의해 특권학교가 설립될 경우 공교육 체계가 무너질 것”이라며 “이는 교육을 지방소멸 방어의 도구로만 이용하려는 위험한 발상”이라고 지적했다.
전교조 충남지부는 진정한 교육 자치 실현을 위해 오히려 교육감의 인사권과 자치 권한을 강화해야 한다고 강조했다. 부교육감 임명권 보장과 지역 특성에 맞는 적정 교사 수 산정 권한 등이 실질적으로 주어져야 한다는 것이다.
또한, 국가 정책 예산을 지방교육재정교부금으로 떠넘기는 재정 정책을 중단하고 안정적인 교육 환경 조성을 위한 재정 지원 강화를 촉구했다.
마지막으로 이들은 “이해 당사자인 도민과 교사들의 의견이 전혀 반영되지 않은 채 ‘급가속’ 중인 통합 논의를 즉각 멈춰야 한다”며 “공교육에 대한 독소조항을 모두 제거하고 교육의 공공성을 강화하는 방향에서 원점 재논의하라”고 대통령과 국회에 강력히 요구했다.
