이재명 대통령이 19일 “시장 교란 세력에 대해 범정부 차원의 강력·신속한 대응이 필요하다”고 밝혔다. 이 대통령은 이날 오후 청와대에서 열린 제24차 수석보좌관회의 모두 발언에서 “담합은 공정한 경쟁을 가로막고 시장 신뢰를 훼손하는 국민 경제 암적 존재”라며 이같이 말했다.
그러면서 “현재 사회엔 설탕·밀가루·육고기·교복·부동산 등 경제·산업 전반에 걸쳐 반시장적 담합이 뿌리 깊게 퍼져 있다”며 “시장 지배력을 악용한 담합 행위는 공정한 경쟁을 가로막고 시장 신뢰를 훼손하며 국민 경제 발전을 방해하는 암적 존재로 이같은 질 나쁜 범죄를 뿌리 뽑아야 경제 질적 도약이 가능하다”고 했다.
또 “담합으로 얻는 이익을 훨씬 초과하는 수준의 무거운 제재가 뒤따라야 한다”며 “형사처벌 같은 형식적 제재보단 경제적 이권 박탈·부담 강화 등 실질 경제 제재가 돼야 한다”고 주장했다.
이어 “담합은 결국 돈을 벌기 위한 행위이기 때문에 단순 처벌에 의존하는 방식은 효과가 제한적일 수 있다”며 “형사처벌에 과도하게 의존하면 처벌 만능주의나 사법국가로 흐를 우려도 있다”고 지적했다.
더불어 “반시장적 행위가 반복될 경우 시장에서 영구 퇴출하는 방안도 적극 검토해야 한다”며 "시장 교란 세력 발본색원을 위해 범정부 차원의 강력·신속한 대처를 당부드린다"고 덧붙였다.
