그는 또 “호남권은 찬성 70%, 반대 17%, 충청권은 찬성 50%, 반대 39%로 조사됐다”며 “다수가 원하는 광주·전남부터 통합을 추진하고, 경북·대구는 선행 사례의 장단점을 지켜보며 사회적 합의를 거쳐 진행하면 된다”고 주장했다. 그러면서 “왜 경북도지사와 일부 인사들은 반대 목소리를 외면한 채 목적지를 정해놓고 달리는 ‘폭주 기관차’가 됐느냐”고 반문했다.

최근 더불어민주당 측 발언도 문제 삼았다. 장철민 의원은 지난 13일 한 방송에서 “대구·경북 통합법은 정부와 상의할 시간도 없었지만 완전히 대찬성”이라며 “이 지사가 민주당 의원들에게 ‘행정통합은 위대한 일’이라고 말하며 도와달라고 했다”고 언급한 바 있다.
이에 대해 이 예비후보는 “민주당을 찾아가 입법 독주를 독려했다는 말이 사실이라면, 도대체 어떤 목적을 위해 움직인 것이냐”며 “목민관이 둑에 금이 가는 것을 보고도 눈을 감는다면 ‘시정무뢰’에 다름 아니다”고 비판했다.
그는 “지금이라도 졸속 추진의 과오를 인정하고, 최소한 부산·경남처럼 주민 동의를 먼저 구하는 단계적 절차에 따라 통합을 추진하라”며 경북도지사와 통합을 밀어붙이는 인사들을 향해 재검토를 촉구했다.
이 예비후보는 연일 반대 입장을 밝히는 배경에 대해 “진정성이 결여된 행정통합의 결과가 충분히 예견되는 상황에서 행정가의 양심상 모른 척할 수 없었기 때문”이라고 덧붙였다.
