앞으로 안양시 공무원들은 밤샘 제설 작업이나 수해 복구 등 재난 대응 비상근무를 마친 뒤 곧바로 업무에 투입되는 대신 공식적인 휴식을 취할 수 있게 된다.
안양시(시장 최대호)는 이상 기후로 인한 비상근무가 잦아짐에 따라, 직원들의 휴식권을 보장하고 재난 대응 역량을 높이기 위해 ‘비상근무 후 휴무시간 부여 제도’를 본격 시행한다고 19일 밝혔다.
그동안 일선 공무원들 사이에서는 새벽까지 이어진 비상근무 직후 정규 업무를 시작해야 하는 탓에 업무 효율이 떨어지고 건강권이 침해된다는 목소리가 컸다. 특히 기존에는 새벽 근무 후 쉬기 위해 연가를 사용하면 해당 날짜가 근무일로 인정되지 않아, 고생해서 일한 새벽 시간대의 시간외근무수당을 받지 못하는 불합리한 점도 있었다.
안양시는 이러한 문제를 해결하기 위해 지방공무원 복무규정에 근거하여 시장 재량으로 ‘당일 휴무’를 보장하기로 했다. 자정부터 오전 8시 사이에 비상근무를 한 직원은 당일 오전 9시부터 오후 2시 사이에 최대 4시간까지 쉴 수 있다.
