이재명 대통령이 20일 "우리가 마주한 안보 현실은 매우 엄중하다"며 "향후 육·해·공군 사관학교를 통합해 미래 전장을 주도할 국방 인재를 더욱 체계적으로 양성하겠다"고 밝혔다.
이 대통령은 이날 오전 충남 계룡대에서 열린 육·해·공군 사관학교 통합임관식에 참석해 이같이 말했다.
그러면서 "모든 것에 우선하는 공통 사명은 바로 대한민국 영토·국민을 지키는 것"이라며 "육·해·공군·해병대 각자 영역을 넘어 하나의 군이 될 때 영토·국민 수호란 하나의 목표를 향해 나아갈 수 있다"고 했다.
또 "급변하는 현대 안보 환경을 고려한다면 땅·바다·하늘 모든 영역에서의 긴밀한 협력·통합 작전 수행 능력은 필수"라며 "2017년 이후 9년 만에 개최한 오늘 통합임관식은 군종 간 벽을 허물어 합동성을 강화하고 대한민국 국군 미래 변화 모색 계기가 될 것"이라고 했다.
이어 "한 세기 동안 쌓아 올린 평화·번영 근간인 국제 규범은 자국 이익을 앞세운 힘의 논리에 의해 심각히 위협받고 있다"며 "각자도생·약육강식이 바로 여러분이 목도하고 있는 냉엄한 국제정치 현실로 이런 격변기에 신임 장교 여러분 눈은 세계를 향해야 한다"고 했다.
더불어 "평화 시대에 안주하여 미래를 대비하지 못하는 우를 범하지 않도록 세계 정세를 이해하고 항상 경각심을 가져야 할 것"이라며 "어떤 상황에서도 스스로 지켜낼 수 있는 그 누구도 감히 우리 주권을 넘볼 수 없는 나라를 만들기 위해 강력한 국방력은 필수"라고 했다.
이 대통령은 "병력 숫자만을 앞세우던 시대는 끝났으며 이미 전장에 사이버·전자기전이 도입되고 드론 등 무인 기기들이 배치되며 새 무기체계가 운용되고 있다"며 "인공지능·유·무인 복합체계가 고도화된 미래전에 능동적으로 대비 못한다면 자주 국방 미래는 없다"고 했다.
또 "지금 대한민국은 역사상 그 어느 때보다도 강력한 국방력을 보유하고 있다"며 "스스로를 지켜낼 수 있는 충분한 힘이 있음에도 불구 일각에선 여전히 자주 국방이 불가능하다는 의존적 사고에 사로잡혀 있는데 이런 낡은 인식·태도는 구시대 박물관으로 보내버리자"고 했다.
이어 "대한민국 평화·번영은 남이 대신 만들어주는 게 아닌 스스로 만들어내는 것"이라며 "스스로 힘을 키워 스스로를 지켜내겠다는 주체적 의식을 확고히 할 때 자강 노력도 더 큰 성과로 이어지게 된다"고 했다.
그러면서 "우리 국방력에 대한 높은 자부심을 바탕으로 전시작전통제권을 조속 회복하고 막강한 군사력을 바탕으로 대한민국이 한· 미연합방위태세를 주도해 나갈 때 진정한 자주 국방 시대가 열릴 것"이라고 했다.
더불어 "어떤 상황에서도 주권자 국민만을 바라보고 국민의 군대를 이끌어가는 국민의 충직한 리더로 성장해 나가길 바란다"며 "국민을 위해 진정 헌신할 때 국민께 신뢰받는 군으로 거듭나고 명예로운 군인의 길을 걸어 나가게 될 것"이라고 덧붙였다.
