대전·세종·충남선거관리위원회가 제9회 전국동시지방선거를 앞두고 공무원과 산하기관 직원의 불법 선거 관여를 막기 위한 예방·단속을 대폭 강화하고 나섰다.
선관위는 공무원 등이 업무 추진 과정에서 선거법을 정확히 알지 못해 법을 위반하는 사례를 막기 위해 지방자치단체와 교육청 공무원을 대상으로 특별교육을 실시하고, 지자체와 유관기관이 주관하는 각종 행사에 대해 선거법 유의사항을 안내하고 있다고 밝혔다.
어버이날 행사 등 지방자치단체가 주관하는 행사에는 현장 점검을 병행하고, 사회관계망서비스(SNS) 모니터링도 강화해 공무원의 위법 소지가 있는 온라인 활동을 집중 점검할 계획이다.
특히 후보자 업적을 홍보하거나 선거운동에 해당할 수 있는 게시물을 공무원 신분으로 작성·게시하는 행위 등을 중점 단속 대상에 올렸다.
선관위는 각 지방자치단체에 공문을 보내 자체 교육과 예방대책을 강화해 줄 것을 요청하고, 산하기관 직원들이 선거에 관여하는 일이 없도록 협조를 당부했다.
또 공무원 등의 선거관여행위를 사전에 차단하기 위해 지자체·교육청·공공기관 등에 관련 법규와 주요 위반 사례를 안내하고, ‘공무원의 선거관여행위 금지 안내 책자’를 배부해 실제 업무 현장에서 참고할 수 있도록 했다.
선관위는 지방선거가 지방자치단체장 등 공무원 인사권을 가진 직을 뽑는 선거인 만큼 다른 선거에 비해 공무원의 선거 관여에 대한 유혹과 우려가 크다고 설명했다.
