이재명 대통령이 25일 농지 매각 명령 방침에 대해 "상속받은 농지나 노령 등으로 불가피하게 경작 못하는 농지를 말하는 게 아니다"라고 밝혔다.
이 대통령은 이날 오전 엑스(X·구 트위터)에 "투기 목적으로 영농계획서를 내고 농지를 취득 후 직접 농사 짓지 않는 경우를 지적한 것"이라며 이같이 적었다.
그러면서 "헌법상 경자유전(농사짓는 사람만 농지 소유) 원칙과 이를 지키려는 농지법에 따라, 농지는 자경할(직접 농사) 사람만 취득할 수 있다"며 "그래서 어떻게 직접 농사 지을지 영농계획서를 내야 하며 어기고 직접 농사를 짓지 않으면 절차를 거쳐 매각 명령을 하는 게 법에 명시돼 있다"고 했다.
또 "농사 짓겠다 속이고 농지 취득 후 농사 짓지 않는다면 헌법 원칙을 존중해 법에 따라 처분해야 한다"며 "경자유전 원칙을 이해 못하고 매각 명령 지시를 두고 공산당 운운하는 분들이 있다"고 했다.
이어 "경자유전 원칙을 헌법에 명시하고 농사를 짓지 않는 지주 땅을 강제 취득해 농민에 분배한 이는 이승만 대통령"이라며 "경자유전 원칙에 따른 정부의 농지 분배는 대한민국 경제 발전 토대가 됐다"고 했다.
