브레이크뉴스 정명훈 기자= 정부가 국내 관광 경쟁력을 저해하는 ‘바가지 요금’을 근절하기 위해 보다 강력한 법적 제재를 가하겠다는 입장을 밝혔다.
정부는 25일 이재명 대통령 주재로 열린 국가관광전략회의에서 관계부처 합동 ‘바가지요금 근절대책’ 발표를 통해 ‘K-관광’ 경쟁력 제고와 소비자 보호를 목표로 전방위 제도 개선에 나선다는 방침을 명확히 했다.
정보가 부족한 관광객을 상대로 한 일부 업자의 과도한 요금 부과 행태가 개인의 일탈행위로 끝나는 게 아닌 지역과 국가 이미지를 훼손하고, 대다수 성실한 사업자에게도 피해를 주고 있다는 판단에서다.
이날 발표안에 따르면 우선 가격 투명성을 높이기 위해 요금표 게시·준수 의무가 없던 일부 숙박업종에 의무 규정을 신설한다. 외국인도시민박과 농어촌민박 업종에 가격 게시 및 표시요금 준수 의무를 부여해 소비자가 사전에 요금을 명확히 확인할 수 있도록 한다.
음식점과 숙박업체에 대한 제재도 강화한다. 그동안 가격 미표시·허위표시·표시요금 미준수 등이 1차 적발될 경우 시정명령이나 경고에 그쳤지만, 앞으로는 즉시 5일 영업정지 처분이 가능하도록 수위를 높인다.
숙박업에는 ‘바가지 안심가격제도(자율요금 사전신고제)’도 도입한다. 비성수기·성수기·특별행사 기간 등 시기별 요금 상한을 업소가 자율적으로 사전에 정해 지방정부에 신고하고, 이를 플랫폼·자체 홈페이지·현장 접객대 등에 공개하도록 의무화한다. 신고하지 않거나 신고 요금을 초과해 징수할 경우 제재를 받는다. 정당한 사유 없이 숙박 예약을 일방 취소하는 행위에 대해서도 제재 규정을 신설하고, 소비자 피해 배상 기준도 마련할 예정이다.

정부는 ‘예방·신고 대응→조치→사후관리’로 이어지는 전주기 대응 체계를 구축한다. 행정안전부, 지방정부, 관계부처, 민간단체, 국세청 등이 참여하는 ‘바가지요금 합동점검반’을 운영하고, 포상금 제도를 통해 신고를 활성화한다. 업체 간 담합 의혹에 대해서도 적극 조사해 위법이 확인되면 엄정 제재한다는 방침이다.
