대전 유성구가 오는 3월 18일까지 관내 13개 동 행정복지센터를 순회하며 ‘2026년 찾아가는 동별 주민참여예산학교’를 본격 가동한다고 밝혔다.
이번 예산학교는 현재 진행 중인 주민참여예산 제안 사업 공모(3월 23일 마감)와 연계해 운영된다.
단순히 제도의 취지를 설명하는 이론 교육에서 벗어나, 주민들이 생활 속 불편함을 구체적인 사업으로 구체화할 수 있도록 돕는 것이 핵심이다.
예산학교에서는 실제 예산이 반영되어 지역을 바꾼 다양한 성공 사례 안내, 사업 제안서 작성법 기술 및 기존 아이디어 보완, 지역 문제를 효과적으로 발굴하고 해결 방안을 도출하는 방법론 등을 교육한다.
교육 대상은 주민자치회 위원과 직능단체 회원, 마을공동체 활동가는 물론 지역 발전에 관심 있는 주민이라면 누구나 별도의 신청 절차 없이 현장에서 참여할 수 있다.
유성구는 이를 통해 주민들이 제안하는 사업의 완성도를 높이고, 선정 과정에서의 탈락을 최소화해 주민 참여의 효능감을 높인다는 전략이다.
정용래 유성구청장은 이번 교육에 대해 “단순한 참여를 넘어 주민이 제안한 아이디어가 실제 예산 반영으로 이어지는 참여 기반을 강화하는 계기가 되길 바란다”고 강조했다.
또한 “주민참여예산의 공정성을 확보하고 실행력을 높이는 데 행정력을 집중하겠다”고 덧붙였다.
