[브레이크뉴스=배종태 기자] 부산시가 2,813억 원 규모의 2026년 제1회 추가경정예산안을 편성해 시의회에 제출했다. 이번 예산은 본예산 대비 1.6% 늘었으며, 민생경제 안정과 시민 삶의 질 향상에 초점을 맞췄다.
▲ 경제 활력이 넘치는 글로벌도시
▷ 민생경제 회복과 골목상권 활성화를 위해 소상공인·전통시장 지원 예산 727억 원을 확대하고, 지역화폐 동백전 캐시백을 6월까지 월 50만 원 한도·10%로 유지해 지역 소비를 촉진한다.
▷ 전통시장 100곳을 대상으로 온누리상품권 환급행사를 두 차례 추가 개최하고, 시장 정비 컨설팅과 점포 안전관리 패키지, 시설 현대화 및 문화관광형 시장 육성 등을 통해 상권 경쟁력을 높인다.
▷ 중소기업·소상공인의 금융 부담을 줄이기 위해 정책자금을 추가 공급하고 이차보전을 확대하며, 미래차 생산설비 투자와 해외 마케팅 지원, 국제마라톤·해양모빌리티 엑스포·글로벌 디자인 페어 개최 등으로 도시 활력과 내수 경기를 끌어올린다.
▲ 일상이 편리한 시민행복도시
▷ 시민이 체감하는 교통·주거·의료·안전 서비스를 강화하기 위해 958억 원을 투입하고, 대중교통비 월 5만 5천 원 초과분을 무제한 환급하는 ‘모두의 카드’ 제도를 시행해 교통비 부담을 줄인다.
▷ 을숙도대교·산성터널 출퇴근 시간 무료화를 이어가고, 만덕~센텀 고속화도로 개통 이후 시작점과 종점부의 도로 구조를 개선해 교통 서비스를 높인다.
▷ 청년 임차보증금 대출이자 지원을 상시 접수로 전환해 400명을 추가 지원하고, 노후 공공임대주택에 고성능 단열창호와 LED 조명을 설치하는 등 주거복지를 강화한다.
▷ 산모·신생아 건강관리 지원 인원을 확대하고, 달빛어린이병원 추가 지정과 응급환자 이송체계 보강, 재난안전체험시설과 자연재해·풍수해 위험지역 정비로 생활 안전망을 촘촘히 한다.
▲ 휴식·여가 기반 시민행복 인프라
▷ 65세 이상 어르신을 위한 스포츠 강좌 프로그램과 공공체육시설 개보수에 예산을 투입해 일상 속 생활체육 기반을 넓힌다.
▷ 어린이대공원 내 더파크 동물원을 인수해 생태형 거점동물원 운영을 준비하고, 장기간 휴장 중인 화명 야외수영장을 사계절 물놀이·여가 복합시설로 조성한다.
▷ 금강공원 재정비와 해운대 관광특구 공공디자인 개선, 해운대수목원 도시숲 조성 등으로 도심 경관과 환경을 개선하고, 사찰음식체험관·선문화센터 조성과 지역대표 예술단체 공연 지원으로 시민의 문화 향유와 심신 치유 기회를 확대한다.
박형준 부산시장은 추가 확보된 재원을 신속하고 효과적으로 투입해 민생경제 회복과 시민 삶의 질 증진을 도모하고자 했다며, 이번 추경이 ‘글로벌허브도시’와 ‘시민행복도시’ 비전을 완성하는 디딤돌이 되기를 기대한다고 밝혔다.

▷ Free passage during rush hours at Eulsukdo Bridge and Sansung Tunnel continues, with road structure improvements at the start and end points of the Manduk-Centum expressway following its opening to elevate traffic services.
▷ Youth rental deposit loan interest support shifts to ongoing applications, adding 400 recipients, while high-performance insulated windows and LED lighting are installed in 140 aging public rental units to bolster housing welfare.
▷ Maternal and newborn health support expands to more people, with an additional Moonlight Children's Hospital designation, reinforced emergency patient transfer systems, disaster safety experience facilities, and maintenance of natural disaster and flood-prone areas to fortify daily safety nets.
Expanding Infrastructure for Rest and Leisure
▷ Budgets fund sports programs for seniors aged 65 and older, plus renovations at 10 public sports facilities like Sajik Indoor Gymnasium, to broaden everyday physical activity opportunities.
▷ The DePark Zoo in Children's Grand Park will be acquired to prepare for an ecological hub zoo, and the long-closed Hwameong Outdoor Swimming Pool will be transformed into a year-round water play and leisure complex.
▷ Geumgang Park will be redeveloped, public design in the Haeundae tourism district improved, urban forests created at Haeundae Arboretum, and temple food experience centers, Seon Culture Centers, and performances by selected regional arts groups supported to enhance cultural access and mental well-being.
