이재명 대통령이 3일(현지시간) "양국 전략적 동반자 관계를 토대로 통상·인프라·방산 등 분야 실질 협력을 더욱 공고히 하고 조선·원전·AI(인공지능) 등 신성장 전략 분야로까지 양국 협력을 확대키로 했다"고 밝혔다.
이 대통령은 이날 저녁 마닐라 말라카냥궁에서 페르디난드 마르코스 주니어 대통령과 가진 한·필리핀 정상회담 후 공동 언론발표에서 "양국 간 교역·투자가 한·필리핀 FTA(자유무역협정)에 기초해 더욱 확대될 수 있도록 하고, 기업들 애로사항을 획기적 해소했다"며 "(한·필리핀은) 선박 건조량 기준 각각 세계 2·4위 조선 강국으로 양국이 힘을 모을수록 양국 조선 산업 경쟁력은 강화될 것"이라고 전했다.
그러면서 "필리핀 바탄원전 재개 타당성 조사 결과·신규 원전 사업 도입 협력 MOU를 기초로 양국은 최적 원전협력 파트너로 자리매김하게 될 것"이라며 "한국은 첨단기술, 필리핀은 풍부한 광물자원을 보유하고 있다는 점에서 양국은 이상적 파트너"라고 했다.
마르코스 주니어 대통령은 "공항·도로 등 필리핀 중요 인프라엔 늘 한국의 도움 손길이 있었다"며 "필리핀 PGN 대교(건설)에 대한 한국의 조속한 참여·시작을 기대한다"고 전했다.
한·필리핀은 이날 MOU(양해각서) 10건을 체결한 가운데 '디지털 협력 MOU' 경우 AI(인공지능)·차세대 통신 인프라·사이버 보안 등 분야에서 협력을 강화하는 동시에 정책 정보 공유·공동 협의체 설립 방식으로 협력한다.
'기술·디지털·혁신 개발 협력 MOU' 경우 스타트업 생태계 조성·AI·디지털 접근성 확대·문화·창조산업 혁신 등을 우선 협력 분야로 선정해 필리핀 공적개발 원조(ODA) 사업 전략성을 제고한다.
'특정 방산물자 조달을 위한 시행약정' 개정 경우 수의계약 가능 업체 목록 확대·무기체계 유지·보수·후속 군수지원까지 협력 범위가 확대된다.
보훈 분야 경우 참전용사·유가족 대상으로 국제 보훈 사업 참여 확대 및 교육·문화 교류가 강화되는 가운데 필리핀 보훈 행정 공무원 대상으로 정책 연수·국제 보훈 콘퍼런스 참여를 지원한다.
'농업 협력 MOU'가 개정돼 식량안보 확보를 위한 농업 발전 협력·농업 기계화·수확 후 관리·유통 시스템 고도화 등이 추진된다.
'경찰협력 MOU' 경우 초국가범죄 대응을 위해 범죄 수사에만 국한된 기존 협력 범위가 도피 사범 검거 등으로 확대되면서 양국 기관 핫라인이 구축된다.
더불어 무역·투자·경제협력에 관한 MOU(개정)·지식재산 분야 심화 협력 관련 MOU(개정)·필리핀 학교 내 외국어 특별 프로그램 협력 관련 MOU·문화협력 관련 MOU 등도 포함됐다.
