충남교육청, 신학기 맞아 ‘충남 온돌봄’ 현장 점검

충남교육청이 새 학기 시작과 함께 초등 돌봄 체계의 안정적 운영을 점검하며 ‘충남 온돌봄’ 정책의 현장 안착에 나섰다.

교육청은 4일 당진 대덕초등학교를 찾아 신학기 돌봄 운영 실태를 점검했다. 현장 점검에는 김지철 교육감을 비롯해 정은영 당진교육장, 최미경 초등특수교육과장 등 관계자들이 참여해 학교 현장의 준비 상황을 확인했다.

이번 점검은 초등돌봄교실 운영 현황을 중심으로 방과후 프로그램 준비 상태, 학생 귀가 안전 대책, 돌봄 인력 확보 상황 등을 종합적으로 살피는 방식으로 진행됐다. 특히 초등 1~2학년과 함께 올해부터 지원 범위가 확대된 3학년 대상 프로그램 운영 준비 여부가 주요 점검 대상에 포함됐다.

충남교육청은 올해 기존 ‘충남형 늘봄학교’ 정책을 ‘충남 온돌봄’으로 재정비하고 초등 저학년 중심이었던 방과후교육 무상 지원 대상을 3학년까지 넓혔다. 학교 내부 돌봄과 지역사회 돌봄 자원을 연결하는 ‘온동네 돌봄’ 체계를 구축해 학부모의 돌봄 부담을 줄이고 교육공동체 중심의 돌봄 환경을 확장한다는 구상이다.

교육청은 이러한 정책이 단순한 돌봄 서비스 확대에 머무르지 않고 지역 기반의 협력 구조를 형성하는 데 의미가 있다고 보고 있다. 학교 중심 돌봄에 지역사회 참여를 결합하면 돌봄 공백을 줄이고 학생 안전과 생활 안정성을 동시에 강화할 수 있다는 판단이다.

김지철 교육감은 그동안 추진해 온 충남형 늘봄학교 운영 경험을 토대로 새롭게 출범한 ‘충남 온돌봄’ 체계를 안정적으로 정착시키겠다는 의지를 밝혔다. 학생과 학부모가 체감할 수 있는 돌봄 환경을 구축하고, 교육 공동체가 함께 참여하는 따뜻한 배움의 기반을 지속적으로 확장해 나가겠다는 방향도 함께 제시했다.

교육 현장에서는 돌봄 정책의 범위 확대가 학부모의 돌봄 부담 완화와 교육 격차 해소에 긍정적으로 작용할 것으로 보고 있다. 특히 저학년 중심의 돌봄에서 학년 간 연계성을 강화한 정책 구조는 학교와 지역이 함께 책임지는 통합형 돌봄 모델로 발전할 가능성이 있다는 평가가 나온다.
