【브레이크뉴스 경주】박영재 기자=경주시의회(의장 이동협)는 11일 본회의장에서 제296회 임시회 제1차 본회의를 열고 8일간의 의사일정에 들어갔다.
이날 본회의에 앞서 한순희 의원은 ‘동천동 중심 북천권역의 미래 과제’를, 이강희 의원은 ‘경주 에너지 주권도시 선언 및 행정 패러다임 전환 촉구’를 주제로 각각 5분 자유발언을 통해 시정 발전 방향을 제언했다.
제1차 본회의에서는 제296회 임시회 회기결정의 건과 회의록 서명의원 선임의 건을 심의했다.
12일부터 17일까지 휴회 기간에는 각 상임위원회별로 조례안 5건, 동의안 3건, 의견청취안 2건, 공유재산 관리계획 변경안 2건, 보고 2건 등 총 14건의 안건을 심사·청취할 예정이다.
이번 임시회에는 의원 발의 조례안 4건도 상정됐다. 주요 안건은 ▲경주시 산업재해 예방 및 노동안전보건 지원 조례안(이경희 의원 대표발의) ▲경주시 의사상자 등 예우 및 지원에 관한 조례안(정성룡 의원 대표발의) ▲경주시 노인 일자리 창출 및 지원에 관한 조례안(한순희 의원 대표발의) ▲경주시 공동주택 층간소음 방지 조례안(이락우 의원 대표발의) 등이다.
이동협 의장은 개회사에서 “3월은 계획된 주요 시책과 사업을 본격적으로 추진하는 중요한 시기”라며 “시민 생활 불편 해소와 지역경제 활력을 위해 집행부가 신속하고 가시적인 업무 추진에 나서달라”고 당부했다. 또 동료 의원들에게는 “시정 전반을 면밀히 살펴 건설적인 대안과 방향을 제시해 달라”고 주문했다.
한편 이번 임시회는 오는 18일 제2차 본회의를 끝으로 모든 일정을 마무리할 예정이다.
같은 날 한순희 의원은 5분 자유발언을 통해 동천동 중심 북천권역 발전 방향을 제시했다. 한 의원은 선주아파트 재개발을 동천 생활권 재정비의 핵심 동력으로 꼽으며 도로와 주차, 보행 동선 등 기반시설 확충을 병행해야 한다고 주장했다.
또 북천마을 13통 재개발과 관련해 협소한 생활도로와 주차난 등 문제 해결을 위해 속도감 있는 사업 추진과 함께 인허가 지원, 주민 재정착 대책 마련을 주문했다.
아울러 북천마을 14통 도시재생사업을 지역 공동체 회복 사업으로 소개하며 골목 환경 개선과 빈집 부지 주차장 활용 등을 제안했다. 동천~황성 구간 도시숲길 조성사업에 대해서는 기후위기 시대 생활복지 인프라로서 추진 필요성을 강조했다.
한 의원은 “이들 사업은 개별 사업이 아니라 동천동의 미래를 함께 완성하는 하나의 발전축”이라며 경주시의 행정적·재정적 연계를 촉구했다.

In his opening remarks, Chairman Lee Dong-hyeop stated, "March is a critical time to fully implement planned key policies and projects. I urge the executive branch to swiftly and tangibly implement these measures to alleviate inconveniences in citizens' lives and revitalize the local economy." He also urged his fellow council members to "thoroughly review the overall city administration and propose constructive alternatives and directions."
Meanwhile, this extraordinary session is scheduled to conclude with the second plenary session on the 18th.
On the same day, Councilwoman Han Soon-hee presented a five-minute free speech, outlining the direction of development for the Bukcheon area centered on Dongcheon-dong. She cited the redevelopment of Seonju Apartments as a key driver of the Dongcheon neighborhood's redevelopment, arguing that infrastructure expansion, including roads, parking, and pedestrian walkways, should be implemented concurrently.
Regarding the Bukcheon Village 13-tong redevelopment project, she called for expedited implementation, permit support, and measures to address issues such as narrow residential roads and parking shortages, along with measures to facilitate resident resettlement.
Furthermore, she introduced the Bukcheon Village 14-tong urban regeneration project as a community revitalization project, suggesting improvements to the alley environment and the utilization of vacant housing lots for parking. Regarding the Dongcheon-Hwangseong Urban Forest Project, she emphasized the need for it to be implemented as a vital infrastructure for social welfare in the era of climate crisis.
Councilwoman Han stated, "These projects are not individual projects, but rather a single axis of development that will collectively shape the future of Dongcheon-dong," and urged administrative and financial cooperation with Gyeongju City.
