신 예비후보는 입장문을 통해 “책상에만 앉아 있는 행정이 아니라, 주민들과 현장에서 직접 소통하며 문제를 해결하는 ‘행동하는 구청장’이 되겠다”고 밝혔다. 또 동구를 ‘팔공구’로 브랜드화해, 관광과 첨단산업이 어우러진 성장 전략을 추진하겠다는 계획을 제시했다.
신 예비후보는 팔공산, 금호강, 혁신도시 등을 연계해 자연과 문화, 산업이 결합된 발전 축을 만들겠다고 설명했다.
아울러 공항 후적지 등 유휴 부지를 활용해 재생에너지 기반의 AI 데이터센터와 스마트팜, 그린 제조업 유치를 골자로 한 ‘재생에너지·AI 첨단밸리’ 조성 방안을 내놓았다. 더불어 대규모 개발사업에서 발생하는 수익 일부를 주민 복지 기금으로 환원하는 ‘주민 이익 공유제’ 도입도 약속했다.
환경 분야 공약으로는 금호강을 생태 중심 공간으로 정비해 국가정원 승격과 람사르 습지 등록을 추진하겠다고 밝혔다.
소상공인을 위한 공약으로는 공공배달앱 도입과 함께, 배달 노동자들이 쉴 수 있는 ‘라이더 라운지’ 설립을 제시했다. 또 청년과 신혼부부를 위해 미분양 주택과 빈집을 활용한 장기 임대주택 공급 등 주거지원 방안도 내놨다.
신 예비후보는 “주민과 함께 현장에서 직접 답을 찾는 행정을 통해 동구의 자부심과 실질적인 이익을 모두 높이겠다”고 강조했다.

He also put forward housing support measures for young people and newlyweds, such as supplying long-term rental housing utilizing unsold homes and vacant houses.
Preliminary Candidate Shin emphasized, "I will enhance both the pride and tangible benefits of Dong-gu through administration that finds solutions directly on the ground together with the residents."
