충청남도의회가 화재 발생 시 생명줄과 다름없는 소방시설의 관리 소홀과 불법행위를 근절하기 위해 신고포상제 제도 정비에 나섰다. 도민이 직접 감시자가 되어 화재 위험 요소를 사전에 차단하는 예방 중심의 안전 체계를 구축하겠다는 구상이다.
충남도의회는 17일 양경모 의원(천안11·국민의힘)이 대표 발의한 ‘충청남도 소방시설 및 피난·방화시설 등에 대한 위반행위 신고 포상 조례 전부개정조례안’을 예고했다. 이번 개정안의 핵심은 신고 대상 시설의 대폭 확대다.
기존에는 신고 대상이 6종에 불과했으나, 개정안이 통과되면 아파트 등 공동주택을 비롯해 운동시설, 공장, 창고시설, 관광휴게시설 등 총 15종으로 늘어난다. 이는 소방청의 운영 조례 준칙을 반영한 것으로, 도민의 생활 영역 전반으로 감시망을 넓혀 안전 사각지대를 해소하려는 의지가 담겼다.
개정안은 불법행위에 대한 기준도 더욱 구체적으로 명시했다.

양경모 의원은 소방시설과 피난 시설이 화재 발생 시 도민의 생명을 지키는 최후의 보루임을 강조하며, 이번 개정을 통해 도민 누구나 안심하고 위반 사항을 신고할 수 있는 환경이 조성될 것이라고 밝혔다.
또한 충남도 실정에 맞는 합리적인 제도 운영을 통해 생활 속 안전 문화가 확산되기를 기대한다고 덧붙였다.
