대전시 특사경, 만화카페 내 ‘청소년 유해도서’ 방치 엄단

대전광역시 특별사법경찰은 2026학년도 신학기를 앞두고 청소년들이 자주 이용하는 만화카페(북카페)를 대상으로 집중 단속을 벌인 결과, 청소년 보호법을 위반한 업소 3곳을 적발했다고 밝혔다.

이번 기획수사는 지난 1월부터 2월까지 두 달간 진행되었다. 

특사경은 청소년들의 접근성이 높은 만화카페 내에서 성인용 만화 등 유해 매체물이 적절히 구분되어 관리되고 있는지와 청소년 출입 제한 시간 및 장소에 대한 표시 의무를 준수하고 있는지를 중점적으로 점검했다.

단속 결과, 적발된 업소들은 청소년 유해도서를 일반 도서와 분리하지 않고 비치하거나 청소년 출입 제한 표시를 부착하지 않는 등 관련 규정을 어긴 것으로 나타났다. 대전시는 적발된 3개 업소에 대해 법령에 따라 엄정하게 수사를 진행할 방침이다.

특사경은 만화카페뿐만 아니라 청소년들이 쉽게 접할 수 있는 전자담배 판매업소에 대해서도 병행 점검을 실시했다. 현장에서는 청소년 대상 판매 금지 준수 여부를 확인하고, 구매자의 신분증 확인 의무 등 법적 규정을 철저히 이행하도록 지도 및 홍보 활동을 펼쳤다.

대전시는 신학기를 맞아 청소년들이 유해한 환경에 노출되는 것을 사전에 차단하기 위해 이와 같은 단속을 지속해 나갈 계획이다.
