[브레이크뉴스=배종태 기자] 부산시가 조선산업의 인공지능 전환을 본격화한다. 시는 18일 오전 부산항국제전시컨벤션센터에서 ‘AI 혁신 얼라이언스’ 출범식을 열고 지역 조선산업의 공정 혁신과 경쟁력 강화를 위한 업무협약을 체결했다.
이날 행사에는 박형준 부산시장을 비롯해 하태경 부산시 인공지능위원회 공동위원장, 류동근 한국해양대학교 총장, 이재우 부산대학교 교학부총장, 유승목 한국주조공학회 회장, 최금식 부산조선해양기자재공업협동조합 이사장 등 산학연관 관계자 70여 명이 참석했다.
조선산업 AI 전환 위한 업무협약 체결
협약에는 부산시를 비롯해 한국생산기술연구원, 한국조선해양기자재연구원, 중소조선연구원, 한국주조공학회, 부산대학교, 한국산업지능화협회, 부산벤처기업협회, 부산정보산업진흥원, 부산테크노파크 등 12개 기관이 참여했다.
협약 당사자들은 조선산업의 인공지능 적용 확대를 위해 기술개발과 현장 실증, 데이터 표준화와 품질관리 자동화, 온라인 소통 커뮤니티 구축, 정부 지원사업 공동 발굴 등 다방면의 협력을 추진하기로 했다. 시는 이번 협약을 계기로 조선산업 전반에 AI 기반 스마트 공정을 도입해 생산 효율을 높이고 품질 향상을 도모한다는 방침이다.

숙련 인력 고령화 등 구조적 문제 해결
이날 출범한 AI 혁신 얼라이언스는 조선 중소기업이 안고 있는 숙련 인력 고령화, 인력 수급 불균형, 디지털 인프라 부족 등 구조적 한계를 해결하기 위해 조성됐다. 부산시는 민관 협력 체계를 통해 인공지능을 활용한 공정 혁신 모델을 개발하고, 이를 현장에 적용해 생산성과 품질 경쟁력을 높일 계획이다.
시는 지난해 인공지능위원회를 출범시키고 ‘해양 AI 허브 부산’ 비전을 제시했으며, 강서구 등 조선기자재 기업 밀집 지역에서 현장 방문을 통해 공정 효율화 방안을 모색해 왔다. 이러한 논의의 결과물이 이번 얼라이언스 출범으로 이어졌다.
산업 생태계 선순환 구조 구축
부산시는 이번 협약을 계기로 조선산업의 인공지능 전환을 추진하는 동시에 기술을 보유한 공급기업을 육성해 산업 생태계의 선순환 구조를 만들 계획이다. 또한 수요기업과 공급기업, 공공기관이 함께 참여하는 개방형 협력체계를 가동해 공동 프로젝트를 발굴하고, 국내외 연구기관 및 첨단 기술 기업과 협력 범위를 넓혀나갈 방침이다.
시는 특히 현장 실증 중심의 인공지능 공정혁신 모델을 통해 중소 조선기업의 기술 경쟁력을 강화하고, 데이터 기반 품질 관리 시스템을 도입해 불량률을 낮추는 것을 목표로 하고 있다. 이를 통해 조선산업의 디지털 전환과 지속 가능한 일자리 창출을 동시에 추진한다는 전략이다.

“현장 중심 지원으로 양질의 일자리 창출”
박형준 시장은 “부산의 조선산업은 숙련 인력에 의존해 왔으나, 이제는 데이터 기반의 인공지능 기술이 산업의 새로운 경쟁력이 될 것”이라며 “현장의 목소리를 적극 반영해 조선 중소기업의 AI 전환을 지속적으로 지원하겠다”고 말했다. 이어 “기술 혁신이 곧 일자리 창출로 이어지도록 하겠다”며 “산업 변화에 대응해 지역 기업의 경쟁력을 한 단계 높이겠다”고 강조했다.

Busan is taking a major step toward digitizing its shipbuilding industry through artificial intelligence. On March 18, the city held a launch ceremony for the *AI Innovation Alliance* at the Busan Port International Exhibition and Convention Center, forming a partnership among 12 organizations dedicated to advancing AI-driven innovation and strengthening industrial competitiveness.
Mayor 'Park Heong-joon', along with 'Ha Tae-kyung' Co-chair of the Busan Artificial Intelligence Committee, 'Ryu Dong-geun', President of Korea Maritime and Ocean University, 'Lee Jae-woo', Vice President of Busan National University, 'Yoo Seung-mok', President of the Korea Foundry Society, and 'Choi Geum-sik', Chairman of the Busan Marine Equipment Association, attended the ceremony alongside more than 70 representatives from industry, academia, and research institutions.
Agreement to Accelerate AI Adoption in Shipbuilding
The agreement brings together Busan Metropolitan City, the Korea Institute of Industrial Technology, Korea Marine Equipment Research Institute, Small and Medium Shipbuilding Research Institute, Korea Foundry Society, Pusan National University, Korea Association of Smart Industry and AI, Busan Venture Business Association, Busan IT Industry Promotion Agency, and Busan Technopark, among others.
Under the partnership, the participating institutions will collaborate on technology development, field testing, data standardization, and automated quality management. They will also build an online communication platform and jointly promote government-supported projects. Busan plans to introduce AI-based smart processes throughout the shipbuilding industry to improve productivity and product quality.
Tackling Structural Challenges in the Industry
The newly established AI Innovation Alliance aims to address key structural challenges facing small and medium-sized shipbuilders, including an aging skilled workforce, labor shortages, and limited digital infrastructure. Through public-private collaboration, the city seeks to develop AI-based process innovation models and apply them directly in production settings to enhance both efficiency and competitiveness.
Last year, Busan launched its Artificial Intelligence Committee and announced its vision of becoming a *Marine AI Hub*. The city has also visited manufacturing sites in districts such as Gangseo—home to many shipbuilding equipment suppliers—to explore ways of improving operational efficiency. The formation of this alliance marks a major outcome of those discussions.
Building a Sustainable Industrial Ecosystem
With this agreement, Busan aims not only to accelerate AI adoption in shipbuilding but also to nurture solution providers with advanced technologies, creating a virtuous industrial ecosystem. The city will promote open collaboration by connecting demand-side companies, technology suppliers, and public institutions, while seeking joint projects with domestic and global research centers and tech firms.
A key part of the plan focuses on real-world pilot projects for AI process innovation to boost the competitiveness of small shipbuilders. Busan also intends to introduce data-driven quality management systems to reduce defect rates—paving the way for both digital transformation and sustainable job creation.

Mayor Park said, “Busan’s shipbuilding industry has long relied on skilled labor, but data-driven AI technologies are now emerging as the new core of competitiveness. We’ll continue to support AI adoption among small shipbuilding firms by closely listening to voices from the field.” He added, “We aim to ensure that technological innovation translates into quality jobs and strengthens the competitiveness of local industries.”
