성광진 대전시교육감 예비후보는 19일 중도·중복 장애학생의 원거리 통학 문제를 해결하기 위해 전일제 특수학급 대폭 증설 등 특수교육 강화 방안을 제시하며, 공교육의 본질적 역할을 강조했다.
성 예비후보는 언론에 보낸 자료에서 "공교육의 핵심은 어떤 학생도 차별 없이 안정적인 학습 환경을 누릴 수 있도록 하는 것"이라며, 현재 중도·중복 장애학생들이 특수학교 과밀화와 원거리 통학으로 겪는 어려움을 지적했다.
이에 전일제 특수학급을 지역 학교에 대폭 늘려 학생들이 집 근처에서 자신의 수준에 맞는 교육을 받을 수 있도록 하겠다고 밝혔다.
학령기 감소로 생긴 유휴 교실을 활용하고 특수교육 교직원도 충원해 안정적 환경을 구축한다는 구체적 실행 방안도 제시했다.
성 예비후보는 비장애 학생들의 장애 이해를 통합교육의 핵심 가치로 꼽으며 "다양한 아이들이 함께 배우는 학교에서부터 존중의 문화를 만들어야 한다"고 역설했다.
전교생 대상 장애 인식 교육 프로그램과 교재 개발을 통해 장애학생과 비장애학생이 서로를 자연스럽게 받아들이는 학교 분위기를 조성하겠다고 약속했다.
