경상북도는 3월 23일 양금희 경제부지사, 한국산업단지공단 김병오 기업성장본부장, 경북농공단지협의회 김형구 회장이 참석한 가운데 3자 업무협약(MOU)을 체결했다고 밝혔다.
이번 협약은 노후화된 농공단지를 단순 정비를 넘어 ‘식물공장(Plant Factory)’ 기반의 미래 산업 생산기지로 전환하는 데 목적이 있다. 기존 제조 중심 산업단지를 식량 생산이 가능한 산업 공간으로 재편해 산업구조 혁신과 신성장 동력 확보를 동시에 추진한다는 구상이다.
특히 협약의 핵심은 ‘공장형 식물공장(완전밀폐형 수직농장)’ 도입이다. 이는 기존 공장 시설을 활용해 외부 기후 영향을 받지 않는 완전 제어형 생산 시스템을 구축하고, 연중 균일한 품질의 농산물을 생산하는 산업형 농업 모델이다. 단순 스마트팜을 넘어 농업의 산업화·표준화를 구현하는 차세대 생산 방식으로 평가된다.
세 기관은 앞으로 ▲식물공장 기반 산업단지 전환 전략사업 발굴 ▲투자유치 및 기업 참여 확대 ▲산업 인프라 확충 및 정주여건 개선 ▲데이터 기반 운영체계 구축 등 다양한 분야에서 협력을 강화할 계획이다.
경상북도는 이번 협약을 계기로 제조업 중심 농공단지를 미래형 산업단지로 탈바꿈시키고, 기후변화 대응형 농업 생산체계 구축과 지역 신성장 산업 창출을 동시에 달성한다는 방침이다.
양금희 경제부지사는 “이번 협약은 단순 지원을 넘어 산업단지 구조 자체를 바꾸는 전환점”이라며 “경북을 미래 산업 생산기지로 도약시키는 계기가 될 것”이라고 밝혔다.

In particular, the core of the agreement is the introduction of ‘factory-type plant factories (fully enclosed vertical farms).’ This is an industrial agriculture model that utilizes existing factory facilities to establish a fully controlled production system unaffected by external weather conditions, enabling the production of agricultural products of consistent quality year-round. Yang Geum-hee, Vice Governor for Economic Affairs, stated, "This agreement marks a turning point that goes beyond mere support to fundamentally change the structure of industrial complexes," adding, "It will serve as an opportunity to propel Gyeongbuk into a production base for future industries."
