경상북도는 26일 구미에서 ‘최중증 발달장애인 24시간 통합돌봄 제공기관’ 개소식을 열고, 돌봄 공백 해소를 위한 본격적인 지원에 들어갔다고 밝혔다.
이날 개소식에는 오화선 경상북도 장애인복지과장을 비롯해 경상북도의회 관계자, 구미시 및 발달장애인 유관기관, 지역주민 등 100여 명이 참석했다.
이번 통합돌봄서비스는 도전적 행동이 심하고 의사소통과 일상생활에 어려움을 겪는 18세 이상 65세 미만 지적·자폐성 장애인을 대상으로 맞춤형 돌봄을 제공하는 사업이다. 기존 사회서비스 이용이 어려웠던 최중증 발달장애인을 위한 지원체계라는 점에서 의미가 크다.
경북도는 현재 도내 23개 기관을 통해 돌봄체계를 운영하고 있으며, ▲24시간 1대1 돌봄 3개소 ▲주간 개별형 6개소 ▲주간 그룹형 14개소 등 대상자 특성에 맞춘 서비스를 제공하고 있다.
그동안 포항과 경주시에 각각 1개소씩 운영되던 24시간 돌봄시설은 원거리 이용 불편 문제가 제기돼 왔다. 이에 경북도는 구미에 추가 기관을 선정해 서·북부권 거주 발달장애인의 접근성을 개선했다.
구미 통합돌봄센터는 평일 동안 낮 활동과 야간 주거지원을 포함한 24시간 1대1 맞춤형 서비스를 제공하고, 주말에는 가정으로 복귀하는 방식으로 운영된다.
경북도는 이번 개소를 계기로 지역 간 돌봄 격차를 줄이고, 발달장애인과 보호자의 부담을 완화하는 데 기여할 것으로 기대하고 있다.
오화선 경상북도 장애인복지과장은 “발달장애인 돌봄체계 구축은 당사자와 보호자의 삶의 질과 직결되는 중요한 과제”라며 “앞으로도 서비스 제공기관을 확대해 더 많은 대상자가 혜택을 받을 수 있도록 하겠다”고 말했다.

North Gyeongsang Province announced on the 26th that it held an opening ceremony for the ‘24-Hour Integrated Care Provider for Severely Disabled Individuals with Developmental Disabilities’ in Gumi and has begun full-scale support to resolve care gaps.
Approximately 100 people attended the opening ceremony, including Oh Hwa-seon, Head of the Disability Welfare Division of North Gyeongsang Province; officials from the North Gyeongsang Provincial Council; representatives from Gumi City and related organizations for developmental disabilities; and local residents.
This integrated care service is a project that provides customized care to individuals with intellectual or autistic disabilities aged 18 to under 65 who exhibit severe challenging behaviors and experience difficulties with communication and daily life. It holds significant meaning as a support system for individuals with severe developmental disabilities who previously had difficulty accessing existing social services.
** Gyeongbuk Province currently operates a care system through 23 institutions within the province, providing services tailored to the characteristics of the beneficiaries, including three 24-hour one-on-one care centers, six daytime individual care centers, and 14 daytime group care centers.
Previously, 24-hour care facilities were operated with one each in Pohang and Gyeongju, but issues regarding the inconvenience of long-distance access had been raised. In response, Gyeongbuk Province selected an additional institution in Gumi to improve accessibility for individuals with developmental disabilities residing in the western and northern regions.
The Gumi Integrated Care Center operates by providing 24-hour one-on-one customized services during weekdays, including daytime activities and nighttime housing support, and allowing patients to return home on weekends.
Gyeongbuk Province expects that this opening will contribute to reducing care disparities between regions and alleviating the burden on individuals with developmental disabilities and their guardians. Oh Hwa-seon, head of the Welfare Division for the Disabled in Gyeongsangbuk-do, said, “Establishing a care system for people with developmental disabilities is an important task directly linked to the quality of life of the individuals themselves and their guardians,” adding, “We will continue to expand service providers so that more eligible people can receive benefits.”
