안 예비후보는 30일 발표한 정책 메시지를 통해 “구도심을 살려 포항을 다시 일으키겠다”며 도시 기능 회복과 경제 활력 제고를 핵심 목표로 내세웠다.
그는 “KTX포항역이 외곽으로 이전한 이후 중앙상가와 죽도시장 등 구도심 일대는 유동인구 감소와 상권 위축을 겪고 있다”며 “도심공동화와 인구 감소, 경기 둔화가 맞물리면서 도시 중심 기능이 약화되고 있다”고 진단했다.
이에 대한 해법으로 도시의 단절된 흐름을 연결하는 교통망 구축을 제시했다. 안 예비후보는 KTX포항역과 구도심을 잇는 1단계 구간을 시작으로, 구도심~철강산단, 철강산단~오천 문덕을 연결하는 3단계 수소트램 건설 계획을 밝혔다.
또 옛 포항역 부지에 복합환승센터를 조성하고 공영주차장을 확충해 구도심을 교통과 상권의 중심지로 재편하겠다는 구상이다. 역세권을 중심으로 재개발과 재건축을 유도해 주거·상업·문화 기능이 결합된 공간으로 탈바꿈시키겠다는 계획도 포함됐다.
빈집 문제 해결을 통한 도심 재생 방안도 제시됐다. 안 예비후보는 “흉물로 방치된 빈집은 신속히 철거해 주차장이나 공원 등 생활 인프라로 전환하고, 활용 가능한 건물은 청년주택과 창업공간, 문화시설로 리모델링하겠다”고 밝혔다.
이어 “빈 건물을 활용해 AI·디지털 콘텐츠 거점과 문화예술 거리, 도심형 캠퍼스 등을 조성해 청년과 인재가 유입되는 구조를 만들겠다”고 강조했다.
정주여건 개선을 위한 의료 인프라 확충 계획도 포함됐다. 그는 중입자 치료센터 유치를 통해 암 치료 접근성을 높이고, 포스텍의 의과학 기반과 방사광가속기 등 연구 인프라를 연계해 AI·바이오·의료 산업을 육성하겠다고 밝혔다.
이와 함께 도시와 농어촌의 균형 발전을 위한 ‘정원도시’ 구상도 제시했다. 안 예비후보는 “산림·농촌·어촌을 하나의 생태경제권으로 묶어 함께 성장하도록 하고, 산악레포츠와 해양관광, 스마트 농촌을 연결해 지속가능한 도시를 만들겠다”며 파크골프장과 치유정원, 도시정원 등 생활 밀착형 녹지 확충 계획도 밝혔다.
안 예비후보는 “구도심이 살아야 도시가 살고, 사람이 돌아와야 경제가 움직인다”며 “지금 포항에 필요한 것은 도시를 다시 살릴 수 있는 실행력”이라고 강조했다.

Ahn Seung-dae, a preliminary candidate for Pohang mayor, unveiled a comprehensive plan to revitalize the city by focusing on the recovery of its old downtown.
In a policy statement released on March 30, Ahn emphasized the need to restore urban functions and economic vitality, stating, “We will revive the old downtown and rebuild Pohang.”
He noted that since the relocation of KTX Pohang Station to the outskirts, traditional commercial areas such as Jungang Shopping Street and Jukdo Market have suffered from declining foot traffic and weakened business activity.
To address this, Ahn proposed constructing a three-phase hydrogen tram system connecting KTX Pohang Station to downtown, then to the steel industrial complex, and further to Ocheon-Mundeok.
He also plans to build a multi-modal transit center at the former Pohang Station site and expand public parking to reestablish downtown as a transportation and commercial hub.
Additionally, Ahn introduced urban regeneration strategies using vacant houses, converting abandoned properties into parking lots, parks, youth housing, startup incubators, and cultural facilities.
He also proposed attracting a heavy ion therapy center to enhance cancer treatment accessibility and fostering AI, biotech, and medical industries by leveraging POSTECH’s research infrastructure.
Furthermore, Ahn outlined a “garden city” vision integrating urban, rural, and coastal areas into a unified ecological economy, promoting sustainable growth through tourism, smart agriculture, and green spaces.
“Only when the old downtown is revived can the city truly recover, and only when people return can the economy move again,” Ahn said, stressing the importance of execution in achieving these goals.
