청도군, 외국인 계절근로자 운영 평가 3년 연속 ‘우수 지자체’ 선정

청도군(군수 김하수)은 법무부가 주관한 ‘2026년 외국인 계절근로자 운영 평가’에서 우수 지자체로 선정됐다고 밝혔다.

외국인 계절근로 프로그램은 파종기와 수확기 등 계절적으로 발생하는 농촌 인력난 해소를 위해 최소 5개월에서 최대 8개월까지 외국인 근로자를 고용할 수 있는 제도다. 법무부는 최근 3년간 평균 이탈률이 5% 미만인 지자체를 대상으로 매년 우수 지자체를 선정하고 있다.

우수 지자체로 선정될 경우 농가당 외국인 계절근로자를 2명씩 추가 고용할 수 있으며, 신규 입국 근로자의 본국 농업 종사 입증 서류 제출이 면제돼 사증 발급이 신속하게 이뤄지는 등 농번기 인력 수급에 실질적인 도움이 된다.

청도군은 체계적인 근로자 관리와 안정적인 운영을 통해 낮은 이탈률을 유지해 왔으며, 현재 287명의 외국인 계절근로자를 지역 농가에 공급하고 있다. 또한 연말까지 약 150여 명을 추가 도입할 계획이다.

이와 함께 군은 2026년부터 공공형 외국인 계절근로사업을 본격 추진하고, 해외 지자체와의 업무협약(MOU) 확대를 통해 근로자 도입 규모를 지속적으로 늘려나갈 방침이다.

김하수 청도군수는 “3년 연속 우수 지자체 선정은 체계적인 관리와 농가의 적극적인 참여가 만들어낸 성과”라며 “앞으로도 합법적인 외국인 계절근로자 도입을 확대해 농번기 일손 부족 문제를 해소하고, 농가가 체감할 수 있는 지원을 강화해 나가겠다”고 말했다.

The foreign seasonal worker program is a system that allows for the employment of foreign workers for a minimum of five months to a maximum of eight months to alleviate labor shortages in rural areas that occur seasonally, such as during planting and harvesting seasons. Being selected as an excellent local government allows for the hiring of two additional foreign seasonal workers per farm household. Cheongdo County has maintained a low turnover rate through systematic worker management and stable operations, and currently supplies 287 foreign seasonal workers to local farms.
