시는 지난 26일 공적심사위원회를 열고 △문화·예술·언론 황의창(72) 충주기타합주단 단장 △산업·경제 장재흥(69) 충주자유시장상인회 회장 △농림·축산 이복해(62) (사)한국후계농업경영인 충주시 연합회 회장 △사회·봉사·윤리 김영호(58) 영신내추럴 대표 △특별 부문 김철식(83) 학교법인 동성학원 이사장 등 5명을 최종 수상자로 선정했다.
황의창 단장은 34년간 지역 예술문화 발전과 시민 삶의 질 향상에 기여했다.
1994년 충주기타합주단, 1997년 하기지기합주단을 창단해 280여 회 음악회를 개최했으며, 충주시 지방자치와 근현대사 관련 서적 14권 집필과 8개 읍·면지, 디지털 충주문화대전 집필 참여 등을 통해 지역 문화 기록 활동에도 공헌했다.
장재흥 회장은 전통시장 활성화와 현대화를 위해 노력했다.

충주시 노인복지관과 사회적협동조합 충주돌봄 등 32개 기관에 김치 8,864kg과 후원금 6,500여만 원을 전달하고, 취약계층 어르신 주거환경 개선, 경로식당 지원 등 다양한 사회봉사 활동을 수행했다.
김철식 이사장은 동성학원 설립과 운영을 통해 지역 인재 양성과 교육 환경 개선에 힘썼다.
사재를 출연해 충주대원고등학교를 개교했으며, 43년간 16,223명의 졸업생을 배출했다.
