충남교육청, 자원안보 위기 대응 ‘승용차 5부제’ 전격 시행

충남도교육청이 글로벌 자원 수급 불안에 따른 에너지 위기 극복을 위해 ‘승용차 5부제’를 한층 강화해 시행하며 에너지 절감 문화 확산에 앞장서고 있다.

김지철 교육감이 이끄는 충남교육청은 지난 25일부터 청사를 출입하는 공용 차량과 직원 차량을 대상으로 에너지 위기 대응을 위한 승용차 5부제를 본격 가동 중이라고 밝혔다.

이번 조치는 최근 고조된 자원안보 위기 경보에 선제적으로 대응하고, 공공기관이 앞장서 에너지 소비를 줄임으로써 민간 부문의 참여를 유도하기 위한 취지에서 마련됐다.

운영 방식은 평일 기준 차량번호 끝자리에 따라 요일별로 운행을 제한하는 형태다. 10인승 이하의 모든 승용 자동차가 적용 대상에 포함된다. 

다만, 제도의 유연성을 확보하고 실질적인 이동 편의를 고려해 전기차와 수소차 등 환경친화적 자동차를 비롯해 장애인·국가유공자 차량, 임산부 및 유아 동승 차량, 장거리 출퇴근 차량 등은 단속 대상에서 제외된다.

도교육청은 제도의 실효성을 높이기 위해 청사 출입 관리 시스템을 정비하고 주차장 점검을 수시로 병행할 계획이다. 특히 규정을 위반하는 차량에 대해서는 단계별 조치를 시행하는 한편, 사내 안내 방송과 홍보물 게시를 통해 전 직원의 자발적인 동참을 끌어낼 방침이다.

충남교육청 관계자는 “에너지 수급 불확실성이 커지는 상황에서 공공기관의 솔선수범은 선택이 아닌 필수”라며, “단순한 일회성 행사에 그치지 않고 지속 가능한 에너지 절감 문화가 교육 현장 전반에 뿌리내릴 수 있도록 최선을 다하겠다”고 강조했다.
