(브레이크뉴스인천 박상도 기자) 대한민국교육감협의회(회장 강은희 대구광역시교육감, 이하 협의회)는 최근 문화체육관광부와 교육부가 학교예술강사 지원사업의 재원을 지방교육재정의 한 축인 특별교부금으로 전환하려는 일방적 움직임을 보이며, 지방교육재정에 과도한 부담을 전가할 우려가 있다며 입장문을 발표했다.
협의회는 입장문을 통해 “학교예술강사 지원사업은 그동안 문화체육관광부와 교육부가 공동으로 추진해 온 국가 주도 사업으로, 안정적인 운영을 위해서는 중앙정부의 책임 있는 재정 지원이 전제되어야 한다.”며, “사업이 본래 취지에 부합하도록 문화체육관광부 중심의 국고 재원을 안정적으로 확보하고, 중앙정부 책임 아래 지속적으로 운영될 수 있도록 제도적 기반을 마련할 것을 촉구한다.”고 밝혔다.

대한민국교육감협의회(회장 강은희 대구광역시교육감, 이하 협의회)는 2026년 학교예술강사 지원사업과 관련하여 교육의 공공성과 지속가능성을 확보하기 위해 17개 시도교육감의 뜻을 모아 다음과 같이 입장을 밝힌다.
학교예술강사 지원사업은 학생들의 문화예술 감수성과 창의성 함양을 위한 국가적 책무이자, 공교육의 질을 제고하는 핵심 정책이다. 그러나 최근 문화체육관광부와 교육부가 해당 사업의 재원을 지방교육재정의 한 축인 특별교부금으로 전환하려는 일방적 움직임을 보이며, 지방교육재정에 과도한 부담을 전가하고 있다. 이에 우리 협의회는 다음과 같은 사항을 강력히 촉구한다.
