제8기 공공갈등관리심의위원회 민간위원 위촉
2026년 운영 방향 확정… 2년간 갈등 예방·조정 중책 수행
충남도가 도정 주요 사업 추진 과정에서 발생하는 공공갈등을 체계적으로 관리하고 합리적인 해법을 모색하기 위해 ‘제8기 공공갈등관리심의위원회’를 본격 가동한다.
충남도는 31일 충남공감마루에서 2026년 제1회 공공갈등관리심의위원회를 개최했다. 이날 회의에는 양승찬 도 자치안전실장을 비롯한 관계 공무원과 위원 등 20여 명이 참석했으며, 새롭게 선임된 민간위원들에 대한 위촉식과 함께 향후 운영 방향을 논의하는 시간을 가졌다.
이번 제8기 위원회를 이끌어갈 수장으로는 김진택 대한행정사회 공인행정사가 위원장으로 호선됐으며, 부위원장에는 박대성 한국수력원자력 감사자문위원장이 선출됐다.
위원회는 이날 출범을 시작으로 2028년 3월 30일까지 2년간 도의 주요 정책이나 사업에서 발생하는 갈등을 사전에 진단하고, 분쟁 발생 시 조정 및 해결 방안을 심의·자문하는 역할을 수행하게 된다.
충남도는 올해 갈등 관리의 핵심 목표를 ‘지속가능한 갈등 해결 기반 마련’에 두고, 4개 분야의 중점 정책을 추진하기로 했다. 구체적으로는 갈등의 체계적 관리 ,선제적 갈등 대응 지원 ,협력적 거버넌스 구축 ,갈등 해결 역량 강화 등을 중심으로 행정력을 집중할 계획이다.
특히 도는 주요 정책과 사업에 대해 ‘공공갈등 사전진단’을 실시하고 갈등의 심각성에 따라 등급을 결정한다. 결정된 등급에 맞춰 맞춤형 대응 계획을 수립하고, 필요한 경우 조정협의회를 운영하는 등 보다 촘촘한 관리 체계를 가동할 방침이다.
양승찬 도 자치안전실장은 이날 회의에서 공공갈등 관리의 중요성을 거듭 강조했다. 양 실장은 “공공갈등은 도민의 일상과 직결되는 만큼 사후 처방보다는 사전 예방과 체계적인 관리가 무엇보다 중요하다”며 “새롭게 출범한 제8기 위원회와 긴밀히 협력해 도민과 소통하고 신뢰받는 갈등 관리 체계를 공고히 구축하겠다”고 밝혔다.
이번 위원회 출범을 계기로 충남도는 공공사업 추진 시 발생할 수 있는 사회적 비용을 최소화하고, 민관 협력을 통한 상생의 행정을 펼칠 것으로 기대를 모으고 있다.
