군은 1일 군청 집무실에서 충북개발공사·교보자산신탁과 특수목적법인 설립과 투자선도지구 조성을 위한 업무협약을 체결했다.
이번 업무협약은 음성군이 역점 사업으로 추진 중인 그린에너지 스마트농업타운 의 성공적 추진과 상호 협력 관계를 구축하기 위해 마련됐으며, 협약식에는 조병옥 음성군수와 김순구 충북개발공사사장, 홍경수 교보자산신탁 상무가 참석해 향후 협력 방안을 논의했다.
그린에너지 스마트농업타운은 총 118만㎡ 부지에 조성되며, 이 가운데 38만㎡ 규모의 스마트팜을 비롯해 2200세대 규모의 배후 주거단지, 상업용지, 연구개발(R&D)센터, 데이터센터, 연료전지발전시설, 복합문화공간(MICE), 스마트팜 복합지원센터 등이 들어설 예정이다.
협약에 따라 3개 기관은 특수목적법인 설립 계획 수립과 출자 구조 설계 및 금융 조달, 투자자 유치와 펀드 조성, 행정 지원 등 다양한 분야에서 공동 협력하기로 했다.
특히 이번 협약은 본 사업을 실제 실행 단계로 연결하는 계기가 될 전망이다. 앞으로 음성군과 충북개발공사, 교보자산신탁은 스마트팜 생산자, 유통기업, 연구기관, 교육기관, 건설·운영·재무 분야 투자자 등 다양한 민간·공공 파트너 유치에도 적극 협력할 계획이다.
사업 추진을 둘러싼 환경도 한층 개선됐다. 군은 지난 3월 국토교통부의 ‘공공토지 비축사업’ 공모에 최종 선정되며 토지 확보 문제를 해결했고, 이어 이번 업무협약까지 체결하면서 사업 추진에 속도가 붙을 전망이다.
군 관계자는 “이번 업무협약은 투자자 유치와 펀드 조성을 위한 교두보 마련의 계기가 될 것”이라며 “그린에너지 스마트농업타운 조성 사업을 성공적으로 추진해 음성군이 미래 농업의 핵심 거점으로 도약할 수 있도록 모든 역량을 집중하겠다”고 밝혔다.
한편 군은 지난달 24일 충청북도교육청과도 업무협약을 체결해 스마트농업 인재 양성을 위한 협력 기반을 다졌다. 충청북도교육청은 청주농고와 충북생명산업고 등 농업계 특성화고와 연계한 실습 가능성을 모색하고, 공동실습장 활용과 교원 연수, 충북 스마트농업 교육거점센터 설치 등을 단계적으로 추진해 나갈 방침이다.
