이번 기본계획은 오는 2030년까지 총 4,339억 원을 투입해 △과학조사 및 연구협력 확대 △국민 안전 관리 및 편의성 강화 △청정 환경 및 생태계 보전 △교육·홍보 활성화 △미래역량 강화 등을 중점적으로 추진하는 것이 핵심이다.
정부는 올해 시행계획을 통해 총 65개 사업, 약 1,420억 원 규모의 사업을 본격적으로 추진할 방침이다.
이에 경북도는 정부 계획과의 연계를 강화해 독도 접근성 개선(울릉공항 연계 등)을 비롯해 주민 정주 여건 및 안전시설 확충, 해양환경 보전 및 정화체계 강화, 교육·홍보 기능 확대 등 실효성 있는 정책 집행에 집중할 계획이다.
특히 경북도는 독도가 단순한 영토를 넘어 대한민국 해양주권의 상징이자 동해 해양 거점이라는 점을 강조하며, 기본계획과 시행계획이 현장에서 실질적으로 작동하는 것이 무엇보다 중요하다고 밝혔다.
또한 독도 방문객 증가에 대비해 울릉도 접근성 개선과 함께 독도 안전·환경 관리체계 구축에도 선제적으로 대응한다는 방침이다.
황명석 경상북도지사 권한대행은 “올해는 제5차 독도 기본계획이 시작되는 첫해로, 시행계획의 실행력이 무엇보다 중요하다”며 “국민의 안전과 편의는 물론 해양환경 관리와 교육·홍보까지 빈틈없이 추진해 정부 정책이 현장에서 체감될 수 있도록 경북도가 중심 역할을 하겠다”고 말했다.
