주 예비후보는 2일 성명서를 통해 정부가 제11차 전력수급기본계획에서 원전 활용 방침을 밝혔음에도 불구하고, 핵심 절차인 경제성 평가가 이뤄지지 않아 수명연장 자체가 무산될 위기에 처했다고 지적했다. 그는 김성환 장관과 김회천 사장을 직접 언급하며 책임 있는 결단을 요구했다.
성명서에 따르면 경주 지역은 2019년 월성 1호기 영구 정지 이후 ▲2호기(2026년 11월) ▲3호기(2027년 12월) ▲4호기(2029년 2월) 설계수명이 순차적으로 만료되면서 대규모 폐로 위기에 직면해 있다.
주 예비후보는 원전 가동이 중단될 경우 연간 약 517억 원 규모의 직접적인 세수 감소가 발생할 것으로 전망했다. 세수 380억 원과 지원사업비 137억 원이 줄어드는 데다, 계속 운전에 따른 특별지원금 약 4,000억 원도 확보하기 어려워져 지역 경제에 큰 타격이 불가피하다는 주장이다.
특히 그는 수명 연장의 실효성을 높이기 위해 운영 기간을 20년 이상으로 확대해야 한다는 입장을 내놨다. 설비 개선에 필요한 압력관 제작과 교체 기간이 최소 6년 이상 소요되는 점을 고려하면, 현행 10년 연장 방식으로는 실제 가동 기간이 4년에 그쳐 경제성이 떨어진다는 설명이다.
주 예비후보는 “지금 즉시 절차에 착수하더라도 재가동 시점은 2032년 이후가 될 수밖에 없다”며 “최소 20년 이상 연장해야 투자 대비 효과를 확보할 수 있다”고 강조했다.
아울러 그는 월성 2·3·4호기 계속 운전이 경주 지역 경제뿐 아니라 국가 온실가스 감축 목표 달성에도 필수적이라고 주장했다.
주 예비후보는 정부와 한국수력원자력에 ▲경제성 평가 등 사전 절차의 조속한 이행 ▲계속 운전 기간을 20년 이상으로 확대할 것을 요구했다.
