안종혁 의원 “AI, 도민 의견을 행정과 잇는 혁신적 도구”
주민총회 의제 자동 분류 및 분석 시스템 구축 등 제도화 모색
충남도의회가 인공지능(AI) 기술을 활용해 주민들의 제안을 실제 정책으로 구현하는 스마트 주민자치 모델 구축에 박차를 가하고 있다.
충남도의회 ‘AI를 활용한 주민자치 활성화 방안 연구모임’은 3일 천안 봉명커뮤니티센터에서 제2차 회의를 개최하고, 주민 참여 확대와 정책 연계를 위한 구체적인 실무 방안을 논의했다.
안종혁 의원(천안3·국민의힘)이 대표를 맡은 이번 연구모임에는 도 관계자와 학계 전문가, 주민자치 활동가들이 참여해 현장 중심의 정책화 과정을 점검했다.
참석자들은 그동안 주민총회나 참여예산 등을 통해 수집된 방대한 의견들이 실제 행정에 반영되지 못하는 구조적 한계를 지적하며, 이를 해결하기 위한 AI 기반 자동 분류 및 분석 시스템의 필요성에 공감했다.
특히 이번 회의에서는 AI 기반 주민 의견 정책 연계 시스템 구축 ,디지털 소외계층 맞춤형 AI 교육 ,기존 메신저와 결합한 생활밀착형 참여 모델 개발 등이 핵심 과제로 다뤄졌다. 이와 함께 공공정책 도입 시 필수적인 데이터 신뢰성 확보와 개인정보 보호 방안에 대해서도 심도 있는 논의가 이뤄졌다.
안종혁 의원은 “주민자치는 의견을 내는 것에서 나아가 실제 정책으로 실현될 때 비로소 완성된다”며 “AI는 도민의 목소리를 행정과 연결하는 핵심 수단이 될 것”이라고 강조했다. 이어 “연구 결과를 바탕으로 주민 제안이 정책으로 작동할 수 있는 조례 제정 등 제도적 기반을 마련하겠다”고 밝혔다.
충남도의회는 이번 연구를 통해 도출된 AI 주민자치 모델을 충남도와 15개 시군에 단계적으로 적용하여 도민이 체감할 수 있는 스마트 행정 서비스를 실현해 나갈 계획이다.

The Chungnam Provincial Council is accelerating efforts to build a smart resident autonomy model that implements residents’ proposals into actual policies by utilizing artificial intelligence (AI) technology.
The Chungnam Provincial Council’s ‘Research Group on Measures to Revitalize Resident Autonomy Using AI’ held its second meeting on the 3rd at the Cheonan Bongmyeong Community Center and discussed concrete practical measures to expand resident participation and link it with policy.
Represented by Councilor Ahn Jong-hyeok (Cheonan 3, People Power Party), this research group included provincial officials, academic experts, and resident autonomy activists to review the field-oriented policy-making process.
Attendees pointed out the structural limitations that have prevented the vast amount of opinions collected through resident assemblies and participatory budgeting from being reflected in actual administration, and agreed on the necessity of an AI-based automatic classification and analysis system to resolve this issue.

The Chungnam Provincial Council plans to gradually apply the AI resident autonomy model derived from this research to Chungnam Province and its 15 cities and counties to realize smart administrative services that residents can experience firsthand.
