주요 내용으로는 조리사·조리실무사 유급일수 최대 322일, 특수교육실무사 최대 300일 보장과 환경실무사 방학 중 주 2일 근로 보장 등 방학 중 근로일수를 확대해 교육활동 지원과 근로자 생계 안정 기반을 강화했다.
또한 저출산 대응을 위해 육아시간 적용 연령을 만 5세 이하에서 만 8세 이하로 확대하고, 배우자 출산휴가를 10일에서 20일(다태아 25일)로 늘렸으며, 난임치료시술휴가를 3일에서 6일로 확대하는 한편 자녀양육휴가를 신설하는 등 출산·육아 지원을 강화했다.

특히 17개 시·도교육청 가운데 최초로 순직 교육공무직원에게 기본급 10개월분에 해당하는 특별위로금을 지급하기로 해 순직자 예우와 유족 지원을 강화하는 보상체계를 마련했다.
