김정섭 더불어민주당 공주시장 예비후보가 '빈틈없는 복지'를 기치로 내걸고 지역 특성에 맞춘 통합돌봄 시스템 구축과 복지 종사자 처우 개선을 핵심으로 하는 정책 공약을 발표했다.
김 예비후보는 6일 진행된 일곱 번째 정책 시리즈 발표를 통해 가칭 '통합돌봄지원과' 신설을 약속했다. 지난 3월부터 시행 중인 지역통합돌봄법에 발맞춰 의료와 요양 서비스를 체계적으로 제공하겠다는 구상이다.
특히 도농복합도시인 공주시의 특성을 고려해 지역 내 보건지소와 진료소를 거점으로 활용하는 '공주형 모델'을 구축할 계획이다.
고령화와 독거노인 고립 문제에 대응하기 위한 스마트 복지 안도 포함됐다. AI 기술을 활용한 24시간 안부 확인 시스템을 구축하고, 인지 저하 어르신 등을 대상으로 한 AI 돌봄 로봇 '효돌'의 보급을 대폭 확대해 돌봄 공백을 최소화한다는 방침이다.
현장에서 헌신하는 복지 인력에 대한 실질적인 지원책도 내놨다.
요양보호사의 처우개선비를 기존 월 5만 원에서 10만 원으로 인상하고, 생활지원사를 위한 돌봄 수당(월 5만 원)을 신설하겠다고 밝혔다. 또한 '돌봄종사자지원센터'를 설치해 이들의 휴식권과 심리적 안전망을 보장할 계획이다.
