민선 7기 김철수 전 속초시장이 특정 개인 사업자 부지의 용도를 변경해 주기 위해 시 예산까지 들여 별도 용역을 수행한 사실이 본지 취재 결과 드러났습니다.
문제의 땅은 청초호 인근 1544-5번지. 원래 동물원이나 식물원만 지을 수 있었던 '특수용지시설'이었지만, 김 전 시장 재임 시절 상가 신축이 가능한 '근린생활시설'로 용도가 변경됐습니다.

근린인지 모르지만 하여튼 용역 그때 2200만 원인가 들어서 강원도로부터 용역을 받아 해서 강원도가 아니지 그 용역 회사를 통해서 용역을 해서 이 부분을 제가 해 준 거는 여기 허가가 아니고 육상 부분에서 지금 그 건물을 커피숍도 할 수 있고
이 시설과 관련된 이 아파트를 건물을 지으면서 일부 수리도 하고 뭐 그런 겸한 그런 시설도 같이 하고 그 커피 커피숍이라든지 이런 것도 같이 할 수 있는 시설로 용역을 해가지고 변경해 준 거예요.
