윤해동 안양시의원(더불어민주당, 안양바)이 관악대로 일대 지하차도 공사로 인한 노상주차장 폐지 문제와 관련해 주민 피해를 최소화할 수 있는 개선방안을 마련했다고 밝혔다.
해당 구간은 관악대로 일대에서 인덕원 방향으로 이어지는 도로로, 우회 지하차도 굴착공사가 추진되면서 2026년 5월부터 약 3년간 도로 점용이 예정돼 있었다. 이에 따라 기존 노상주차 폐지 계획이 수립되자 인근 상가와 건물주들은 상권 위축과 생계 피해를 우려하며 반발해왔다.
윤 의원은 도로과, 철도교통과 등 관계 부서 및 시공사와 수차례 협의를 진행했으며, 지난 4월 3일에는 해당 지역 주민 약 20여 명과 간담회를 열어 현장의 의견을 직접 청취했다. 간담회에서는 노상주차 폐지에 따른 생계 영향과 상권 위축 우려, 공사 방식 개선 필요성 등이 집중적으로 제기됐다.

이를 바탕으로 윤 의원은 공사 방식 변경을 검토해 공법 개선을 통해 공사 중에도 최소 4개 차선을 확보하고, 노상주차 공간을 유지할 수 있는 방안을 마련했다.
또한 도로 점용과 노상주차 폐지를 담은 행정명령과 일방적인 공사 안내 방식에 문제를 제기해 행정명령 취소를 이끌어내고, 대안 마련 전까지 추가 조치를 보류하도록 했다.
윤해동 의원은 “공공사업이라 하더라도 주민의 삶과 생업에 미치는 영향을 최소화하는 것이 우선”이라며 “앞으로도 주민 의견을 적극 반영해 실질적인 해결책을 마련하고 끝까지 점검하겠다”고 밝혔다.
