과학기술정보통신부는 9일 ‘민생물가 특별관리 관계 장관 전담 조직(TF)’ 회의에서 국민의 기본통신권 보장을 골자로 한 통신 3사 요금제 개편 방향을 발표했다. 인공지능·디지털 시대에 데이터 접근이 필수적인 만큼, 데이터 중심의 통신 접근권을 강화하겠다는 취지다.
이번 개편의 핵심은 통신 3사의 모든 LTE·5G 요금제에 ‘데이터 안심 옵션(QoS)’을 기본 포함하는 것이다. 그동안은 일정 금액 이상의 고가 요금제나 별도 부가서비스(월 5500원)를 가입해야만 기본 데이터 소진 후 저속 데이터 이용이 가능했으나, 앞으로는 모든 요금제에 이 기능이 적용된다.
대상은 기본적인 메신저와 지도 검색이 가능한 400Kbps 수준이다. 과기정통부는 약 717만 명의 이용자가 혜택을 볼 것으로 예상하며, 데이터 초과 사용 비용 절감 등을 통해 연간 약 3221억 원의 가계 통신비가 절감될 것으로 추산했다.
