Incheon Office of Education Promotes ‘Comprehensive Measures to Reduce Private Education Costs’
Strengthening student-tailored support, after-school care, AI-based career and college entrance support, arts, physical education, and foreign language education, etc.
-Break News Incheon Park Sang-do Reporter
On the 10th, the Incheon Metropolitan Office of Education announced that it will begin implementing the '2026 Incheon Comprehensive Measures to Reduce Private Education Costs' in earnest to reduce the burden of private education expenses on parents and enhance trust in public education.
According to the Incheon Metropolitan Office of Education, these measures focus on absorbing the demand for private education into public education and strengthening student-tailored support. They will be implemented centering on reading education, after-school care, AI-based career and college admission support, and arts, physical education, and foreign language education.
First, to enhance the literacy and critical thinking skills necessary for the AI era, we will expand the "Reading Nation, Reading Incheon" policy, centered on "Incheon-style reading education based on reading, walking, and writing."
Schools will implement a "fixed 15-minute daily reading time," and families will spread a culture of reading together through the "Family Reading Revolution."
In addition, we will expand reading, discussion, and writing activities to support students in adequately preparing within the public education system for areas that currently rely heavily on private tutoring, such as essay writing and interviews.
Support for after-school activities and childcare will also be significantly strengthened.
Elementary schools will improve the quality of free customized programs (grades 1-2) and childcare classes and after-school programs (grades 1-6), and provide after-school program vouchers worth 500,000 won per year to third-grade students.
Middle and high schools will expand the budget for after-school programs to focus on special talents and aptitudes, and provide customized consulting to reduce reliance on private tutoring during after-school hours.
For career and college guidance, we will further strengthen the support system centered on public education.
Centered on the ‘Gong-Myeong-Jeong-Dae’ college admission support system, the school provides systematic support ranging from developing study habits to establishing college admission strategies. It also reduces reliance on private education-centered admission information by expanding the Career and College Admission Support Group, the Academic Achievement Evaluation Research Support Group, college admission fairs and information sessions, and student-tailored career and college admission consulting.
AI-based personalized learning support is also being expanded. Utilizing ‘Incheon On-Learning’ and the AI Teaching and Learning Platform (AIEP), the school analyzes students' learning levels and supports individual learning.
‘Incheon On-Learning’ is an Incheon-style public learning support system that combines online and offline learning spaces with learning coordinator counseling. By linking with EBS learning content, it strengthens self-directed learning and ensures that learning gaps arising from home environments do not lead to disparities in private education.
In the fields of arts, physical education, and foreign language education, the school expands initiatives such as ‘One Sport Per Student,’ ‘One Art Education Per Student,’ and ‘One Foreign Language Education Per Student’ to allow students to enjoy diverse experiences within the school and absorb the demand for related private education within the school environment.
An official from the Incheon Metropolitan Office of Education stated, "The purpose of these measures is to strengthen the responsibility and role of public education so that students can grow sufficiently within the school without relying on private education," adding, "We will further solidify the Incheon-style public education model, in which educational programs such as the 'Read-Write-Based Incheon-style Reading Education,' after-school care, 'Fairness, Wisdom, Justice, and University,' 'Incheon On-Learning,' and the 111 Project are organically connected."
