[브레이크뉴스=배종태 기자] 부산시가 중동사태 장기화로 인한 지역경제 불확실성에 대응하기 위해 총 1조2620억 원 규모의 비상경제대책을 마련하고 즉시 시행에 들어갔다.
박형준 부산시장은 15일 오후 1시 30분 시청에서 제54차 비상경제대책회의를 주재한 뒤 “시민의 일상과 지역경제를 사수하기 위해 가용한 모든 수단을 총동원하겠다”고 밝혔다.
위기 발생 직후부터 비상대응체계 가동
부산시는 지난 2월 28일 중동사태 발생 직후 시장 주재 긴급회의를 열고, 시청과 22개 유관기관이 참여하는 ‘비상대응반’을 구성해 일일 모니터링과 상황점검 회의를 꾸준히 이어왔다. 이를 통해 기업들의 애로사항을 사전에 파악하고 맞춤형 정책을 선제적으로 마련하는 대응체계를 유지해왔다.
또한 부산시는 기업 지원창구를 강화하기 위해 기존 디지털경제실 외에 부산상공회의소 원스톱기업지원센터와 부산경제진흥원 수출원스톱센터 내에 전용창구를 설치해 기업들이 보다 빠르고 손쉽게 상담과 지원을 받을 수 있도록 할 계획이다.
민생 안정, 시민 체감형 지원 확대
첫 번째 대책 분야인 ‘민생 안정’을 위해 시는 고유가로 인한 시민 부담을 줄이는 데 집중한다. 화물자동차와 마을버스 운전자에게 엔진오일, 요소수, 타이어 등 안전용품 구입비 91억 원을 지원하고, 연안어선 어업인과 농업인에게 8억2000만 원을 투입해 면세유 인상분을 보전한다.
또 강서구 녹산공단 지역에 통근버스 7대를 긴급 추가 편성해 총 64대로 확대 운행함으로써 산업단지 근로자들의 출퇴근 불편을 완화한다. 공공요금 동결, 종량제봉투 등 필수품 수급 안정, 착한가격업소 확대를 통해 물가 상승 압력을 최소화하고, 지역 소비 촉진과 관광 활성화로 내수 회복을 유도한다.
이와 함께 고용 불안에 대비해 일자리 유지와 재취업 지원 대책을 병행해 민생 충격 완화에 나선다.

기업 활력 회복, 자금·공급망 안정 총력
두 번째 분야인 ‘기업 활력’ 지원을 위해 시는 경영 위기 기업에 5000억 원 규모의 정책자금을 추가 공급하고, 1000억 원 규모의 ‘원자재 공동구매 전용 특화금융’을 신설한다. 만기가 도래한 운전자금 2824억 원은 상환을 연장해 중소기업의 유동성 위기를 완화한다.
수출입 기업에는 9억 원 규모의 중소기업 수출바우처를 지원해 물류비, 해외 마케팅, 무역보증보험 등 전방위 지원을 제공하며, K-유통망을 활용해 해외시장 개척을 뒷받침한다.
기계부품, 신발, 조선기자재, 섬유패션, 자동차부품, 수산식품 등 주력산업에는 공급망 안정과 맞춤형 제도를 통해 생산 차질을 최소화한다. 특히 인공지능 기반 조선기자재 공급망 관리시스템 구축, 섬유패션 원부자재 공동비축, 자동차부품 생산평가 장비 공동활용 플랫폼 조성, 수산식품 포장재 한시 지원 등이 추진된다.
부산시는 기존의 원스톱 기업지원체계를 한층 강화해 현장 애로사항을 신속히 해소하고, 위험기업을 선제적으로 발굴해 맞춤형 컨설팅과 유동성 지원을 제공하는 패스트트랙 제도를 구축하기로 했다. 또한 피해 기업에 대해 지방세 납부기한 연장, 징수유예, 세무조사 연기 등 세제지원도 병행한다.
에너지 구조 전환, 산업 기반의 지속가능성 강화
세 번째 분야는 ‘에너지 구조 전환’이다. 시는 고유가 상황에 대한 근본적인 대응으로 산업단지 중심의 재생에너지 전환을 가속화할 방침이다.
신평·장림산단에는 태양광 등 에너지 자립 인프라를 신속히 구축하고, 에너지 융복합사업을 통해 기업들의 RE100 이행을 지원한다. 기장산단에는 ‘분산에너지 특화지역’을 추가 조성해 청정에너지 융합 허브로 육성하고, 가덕도에는 ‘그린에너지시티’를 조성해 미래 에너지 산업 거점을 확보한다.
또 주민이 직접 참여하는 ‘햇빛소득마을’ 사업을 통해 지역 에너지 자립 생태계를 강화해 나간다.

박 시장은 “이번 대책으로 단기적으로는 기업과 민생 현장의 어려움을 줄이고, 중장기적으로는 에너지와 산업 구조를 혁신해 위기 속에서도 더 강한 부산으로 나아가겠다”고 밝혔다.
“민관이 힘 합치면 위기 극복 가능”
박형준 시장은 “지금 우리가 마주한 위기는 결코 가볍지 않지만, 그동안 코로나19 팬데믹과 글로벌 공급망 위기 등 수많은 복합 위기를 함께 돌파해온 경험이 있다”며 “민관이 합심해 신속하게 대응한다면 이번 중동발 위기도 충분히 이겨낼 수 있을 것”이라고 말했다.
또 “이번 대책에 머무르지 않고 현장의 목소리를 계속 살피며 실질적 해법을 보완해 나가겠다”고 밝히며, “어려운 여건에서도 묵묵히 일상을 지켜가고 있는 시민과 기업인 여러분께 존경과 감사를 전한다. 부산시는 언제나 시민 곁에서 든든한 버팀목이 되겠다”고 강조했다.
[Here’s the English version of the article] The city will extend the repayment of 282.4 billion won in maturing operating loans to ease cash-flow pressures on small and medium-sized enterprises (SMEs). Export-oriented companies will receive 900 million won in export vouchers to subsidize logistics costs, overseas marketing, and trade insurance.
Key industries—such as machinery components, footwear, ship equipment, textiles, fashion, automotive parts, and seafood processing—will receive tailored assistance to minimize production disruptions.
Specific strategies include developing an AI-based ship component supply chain management system, building a shared stockpile of textile raw materials, and establishing a joint platform for production and testing equipment for auto parts manufacturers. The city will also temporarily fund packaging materials for seafood producers to ease operational costs.
Busan plans to further strengthen its existing one-stop business support system to swiftly resolve on-site issues. A fast-track mechanism will identify high-risk companies in advance, provide customized consulting, and deliver prompt logistical and financial assistance.
Companies suffering losses directly linked to the Middle East crisis will also be eligible for local tax deferrals, payment extensions, and postponed tax audits.
### Accelerating Energy Transition for Long-Term Stability
The third pillar of Busan’s economic strategy emphasizes “energy structure transformation.” The city aims to counteract persistent high oil prices by accelerating the introduction of renewable energy infrastructure within major industrial zones.
Busan will build solar power and other self-sufficient energy facilities primarily in the Sinpyeong and Jangnim industrial complexes and support RE100 implementation through energy convergence projects.
In Gijang, a new “Distributed Energy Specialization Zone” will be established to serve as a hub for clean energy integration. Meanwhile, the city plans to secure a future energy industry base through the Gadeok Green Energy City project.
A citizen-led initiative, the “Solar Income Village,” will further promote community-based energy self-reliance. Mayor Park said these projects aim to not only ease short-term pain but also strengthen the city’s long-term economic and energy structure resilience.
### “Public and Private Sectors Must Face the Crisis Together”
Mayor Park emphasized that this is a severe economic challenge but one that Busan can overcome: “Despite the seriousness of this situation, we have already endured and overcome the COVID-19 pandemic, the global trade conflicts, and multiple economic crises together through strong public-private cooperation.”
“With the same speed and unity, we will overcome this Middle East-triggered crisis as well,” he said. “The city will continue to listen closely to the voices from the field and refine our measures to ensure they lead to real, practical relief.”
He concluded by expressing gratitude to Busan citizens and business leaders “who continue to protect their daily lives and livelihoods under difficult circumstances,” promising that “the City of Busan will remain a steadfast partner standing alongside its people and businesses.”
